Responsibilities
The Requirements Validation and Prioritization PM will support a Special Access Program (SAP) in validating and prioritizing requirements. The successful candidate will work closely with government stakeholders, program managers, and system engineers to ensure that system requirements are properly validated, prioritized, and aligned with program objectives. The individual will have extensive experience as a compartmented planner within a Headquarters element for a Geographic Combatant Command (GCC), Functional Combatant Command (FCC), or Joint Staff, and will apply this expertise to support the planning and execution of SAP-related activities. Your essential job functions will include but may not be limited to:
- Validate system requirements against program objectives, ensuring they are complete, consistent, and feasible
- Prioritize system requirements based on program needs, risk, and technical feasibility
- Collaborate with government stakeholders, program managers, and system engineers to gather and analyze requirements data
- Develop and maintain requirements documentation, including requirements traceability matrices and prioritization reports
- Support the development of system architectures and design solutions that meet validated and prioritized requirements
- Identify and mitigate requirements-related risks and issues, and develop recommendations for resolution
- Develop and maintain a thorough understanding of SAP program objectives, schedules, and technical baseline
- Apply extensive experience as a compartmented planner to support the planning and execution of SAP-related activities, including:
o Developing and maintaining compartmented plans and operations orders o Coordinating with various stakeholders to ensure seamless integration of compartmented technologies into existing systems and architectures o Ensuring compliance with relevant regulations and directives, such as those related to SAPs, compartmentalization, and security classification - Incorporate compartmented technologies into Global Strike System (GSS), Functional Capability Board (FCB) Chair, and Joint Staff approval processes, ensuring compliance with relevant regulations and directives
Qualifications
Required Qualifications:
- 15+ years of experience in systems engineering, requirements management, or a related field, with a focus on compartmented planning and operations
- Experience as a compartmented planner within a Headquarters element for a GCC, FCC, or Joint Staff
- Strong understanding of systems engineering principles, including requirements management, system design, and testing
- Excellent communication and interpersonal skills, with ability to work effectively in a team environment
- Ability to obtain and maintain a Top Secret/SCI security clearance with SAP eligibility
- Familiarity with DoD acquisition processes and regulations (e.g., DoD 5000.02, DoD 8500.01)
Desired Qualifications:
- Certified Systems Engineering Professional (CSEP) or other relevant certification
- Familiarity with cloud computing, cybersecurity, and artificial intelligence/machine learning technologies
- Knowledge of relevant directives and regulations, such as DoD Instruction 8500.01, Cybersecurity, and DoD Instruction 5200.39, Critical Program Information (CPI) Protection Within the Department of Defense
Minimum Educational Requirements:
- Bachelor's degree in a relevant field (e.g., systems engineering, computer science, engineering, or mathematics) or 20+ years of experience in lieu of a Degree.
- Master's degree in a relevant field - Desired
Clearance Requirements:
- Candidate will need to have a US TS SCI security clearance with SAP eligibility
