Job Overview:

The Energy Efficient Schools Initiative (EESI) Program Manager (PM) is responsible for the administration of the EESI's loan and grant programs, provides technical assistance to school districts and assists the Executive Director in delivering EESI's programs and services to Tennessee's 147 public school districts. Key responsibilities include daily management of EESI's existing loans and grants, processing reimbursement requests, reviewing funding applications, analyzing measurement and verification reporting documents, providing technical assistance to school districts and other stakeholders, and ensuring loans and grants are in compliance with administrative and financial policies, and state laws and regulations.

Key Responsibilities:

  • Assist the Executive Director in developing and delivering the EESI strategic plan.
  • Review funding application requests to ensure that the application is complete, minimum energy efficiency requirements are met, the requested funding is available, and coordinate with TAC for custom project reviews.
  • In accordance with EESI's Monitoring Plan, monitor all projects through each phase of the project (pre-inspection, construction, reimbursement, post-inspection, commissioning, measurement and verification, etc.) until completion has been certified.
  • Review grant and loan reimbursement requests to ensure that the equipment and services provided are included in approved applications and ensure that the reimbursements are supported by necessary documentation (e.g., invoices, inspection reports, etc.).
  • Ensure that the grant and loan reimbursement processes are followed in coordination with the Department of Education and Comptroller of the Treasury staff; ensure applications, agreements, reimbursements, etc. are entered, reviewed, and tracked on internal computer files and hard copies are filed for reference.
  • Ensure all preparation for EESC meetings (e.g., room reservations, parking, agendas, minutes, meeting materials, etc). are accomplished.
  • Ensure that the EESC member's positions have correct information filed with the Secretary of State, that all appointing authorities receive proper advanced notice of expiring member terms, that all member contact information is current, and that all conflict-of-interest forms are completed and filed by both the EESC and TAC.
  • Ensure that all TAC MOUs are filed as needed and that all pay requests are processed accurately and timely. Write and/or provide support on reports, articles, issue briefs, and memoranda. Respond to requests (email, phone, office visits) for information and guidance from school staff, contractors, vendors, federal and state officials, etc.
  • Lead and coordinate internal subject matter expertise for the development of conferences, webinars, fact finding missions, training courses, and workshops related to EESI's strategic plan.
  • Develop content for and host loan and grant compliance workshops for loan recipients and grantees.
  • Records Management- Work with staff to collect and keep accurate financial, performance, and compliance records on all EESI funded projects.

Minimum Qualifications:

  • Possess and submit a copy of a master's degree from an accredited college or university in the fields of energy management, engineering, sustainable building practices or a closely related field. 10 years of work experience in related energy or maintenance fields may be substituted for master's degree.
  • All Respondents must submit a copy of their resume for consideration.
  • Minimum of five years paid professional experience in direct application and promotion of best management practices in the fields of energy efficiency, which can include experience with renewable energy programs and Green building design and construction.
  • Working knowledge of how cities and counties are governed and how they relate with LEAs and state government.
  • Direct experience working with school districts as an administrator or elected board member is preferred.
  • Professional experience in federal, state, and/or local government (energy, energy management and/or facilities management) programs including experience in applying for and/or administering grant programs is strongly preferred.
  • Excellent writing and public speaking skills are imperative with the ability to address audiences with varying understanding of tenets of energy conservation is required. PM candidates with a background in strategic planning, marketing and customer service is also preferred.
  • Experience in conducting and/or assessing facility energy assessments is preferred as is a general knowledge of terms and processes associated with analyzing energy management issues and developing reasonable approaches to identified problems.
  • Working knowledge or experience with performance contracting, forms of construction contractual agreements, and construction financing tools is necessary to perform the tasks of this position.
  • Demonstrate their ability to analyze energy measurement and verification reports and identify successful program implementations or anomalies that may have occurred in the process of quantifying the energy and cost savings resulting from improvements in energy-consuming systems.
  • Understanding of the Tennessee Valley Authority (TVA), Tennessee Valley Public Power Association (TVPPA) and Local Power Company (LPC) business models as they relate to schools and provide assistance to Tennessee's LEAs.
