We are hiring an Engineering Manager with a focus in Development Review.

Plans, manages, and coordinates engineering functions and staff to ensure optimal collaboration, efficiency, and results through all phases of projects to achieve completion of project goals. Oversees the services performed by contractors, developers and outside agencies, and leads or directs the work of professional, technical and administrative staff assigned to projects.Responsible for the design review and contract administration of complex projects related to the city's infrastructure. Supervises professional and technical staff including but not limited to professional engineers and/or licensed surveyors and administrative staff as assigned.

ESSENTIAL JOB FUNCTIONS
Supervises engineers and technical staff in the review of engineering plans prepared by others. Reviews capital improvement, complex maintenance, and development projects, interprets information and recommends changes for reasonableness, to conform with existing infrastructure, master plans, engineering standards, and City Code. Enforces the City's Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements. Serves as a technical expert on engineering review for City leadership and governing officials. Manages information and assistance to citizens, contractors and developers; responds to and/or directs developer and citizen inquiries to the appropriate staff. Coordinates with the City Engineer to provide feedback/suggestions on Engineering Code of Standard and ordinance improvements. Promotes consistency between strategic planning documents, capital improvement planning, and the development review process. Assists in the review and preparation of staff reports for planning commission, City Council and Board of Adjustment as assigned. Develops operational priorities, goals and performance measures for engineering programs and staff; manages and delegates authority to staff for the successful completion of objectives. Develops a system to ensure continuous process improvements are identified and implemented, in cooperation with other department managers. Manages or participates in special projects as assigned. Communicates, presents information, and interacts effectively with a variety of interests including but not limited to: City council and other elected officials, City leadership and internal staff, government and quasi-government representatives, boards and commissions, businesses, landowners, developers, citizens and others as needed. Works collaboratively with other members of the City management and staff to accomplish work system goals and solve complex problems. Promotes a collaborative organizational work environment where business practices, decisions, and work assignments are aligned with the City's vision, mission, and core values and competencies. Represents the City in meetings with professional organizations, boards, commissions, other public agencies, and the public; responds to media as necessary. Monitors and manages division operating budgets; makes recommendations regarding new budget items or requests. Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department. Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication and effective customer service. Acts with the customer in mind; responds to requests promptly and provides effective services or solutions for customers. Exercises sound judgment and decision making within the scope of assigned authority.
Areas of Specialty
Development. Manages the City's development review process and the daily operations of development engineering review staff. Supervises the engineering review of the development application process; meets with applicants to provide direction and resolve development issues. Advises on the development of codes to implement community growth policies and makes recommendations to the planning commission, leadership and City Council on changes to development regulations.
ESSENTIAL SUPERVISORY DUTIES
Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals. Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives. Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary. Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate. Provides training and job enrichment opportunities and encourages professional growth and development.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Expert knowledge in all areas of engineering practices and procedures. Expert ability to lead others, facilitate and build collaborative working relationships across multiple disciplines. Strong knowledge of civil and traffic/transportation engineering principles and practices. Strong knowledge of applicable Arvada City codes, ordinances, rules and policies and applicable state and federal regulations. Strong customer service skills. Strong project management skills. Strong negotiation skills. Solid budget management skills. Excellent written and verbal communication skills with the ability to effectively communicate information to support organizational objectives and interact with all levels of personnel within the City, as well as all outside influences, in a positive and cooperative manner. Solid computer skills with ability to utilize software systems to manage data and create documents, spreadsheets, presentations and/or reports. Ability to use digital plan review computer tools, programs and systems. Ability to strategize and consider and assess potential short-term and long-term impact of decisions. Ability to use sound judgment and decision making within the scope of assigned authority. Working knowledge of planning principles and practices. Working knowledge of building permitting processes. Ability to operate a motor-vehicle to travel to and from off-site locations to support/attend business meetings, training and related events.

-Employees are held accountable for all duties of this job- SCOPE OF AUTHORITY: Receives general guidance from the Assistant City Engineer and City Engineer on work programs, priorities and requests for specific project needs. Plans own work and the work of others to meet defined work plans and objectives. Some defined procedures exist. Expected to handle different and specialized situations in department, division or functional area. Financial Accountability: Responsible for managing and monitoring budgets related to assigned areas. Makes decisions that affect the outcome of money allocation for projects. Makes recommendations to the supervisor for budget allocations pertaining to the area of specialty. Approves expenditures up to a certain amount. Authority to purchase up to a certain amount.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES: The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. Work is primarily performed in an office environment with moderate noise levels. Physical effort and activities include: occasionally operating a personal or City-owned motor vehicle to drive to and from meetings and business locations; ability constantly talk or hear, and frequent use hands/fingers to handle feel or manipulate objects, reaching with hands and arms, and sitting; occasional standing, walking, climbing or balancing, stooping, kneeling, crouching and /or crawling; visual acuity to focus on details at a close distance, operate a motor vehicle and make general observations and inspections; frequent handling of object weighing up to 10 pounds and up to 25 pounds occasionally. MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE): Bachelor's Degree in Civil or Traffic Engineering or related field and six (6) years of related experience in engineering as a Professional Engineer (PE). Three (3) years supervisory or lead engineer experience required. Valid Colorado Professional Engineering (PE) license required (or ability to obtain within 6 months of employment). A valid Colorado driver's license and acceptable driving record is required. A combination of education and experience may be considered. Preferred Qualifications: Master's Degree in Engineering preferred.
