The Human Resources Generalist supports key Human Resources functions at Volunteers of America Oregon, ensuring a positive employee experience and compliance with organizational policies and employment laws. This role provides critical support to the Human Resources Manager in the administration of employee leaves and accommodations, collaborates with the Learning and Development Manager to enhance training initiatives, and offers initial responses to and support of employee relations matters under the guidance of the Vice President of Human Resources. Additionally, the HR Generalist oversees the new hire onboarding process, performs HRIS data entry and reporting, and assists in maintaining compliance across various Human Resources activities.

Education, Training and Experience:



  • Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
  • Two years of Human Resources experience, including onboarding and Human Resources compliance.
  • In lieu of a Bachelor's degree, an equivalent combination of education and training, and at least two additional years of relevant professional experience in Human Resources that demonstrates the required knowledge and skills to perform the position will be considered.
  • Human Resources certification (PHR, aPHR, SHRM-CP) preferred, or the ability to obtain certification within 12 months.
  • Familiarity with Oregon employment laws, OFLA/FMLA, ADA, and Human Resources compliance requirements.
  • Experience supporting training programs or employee relations initiatives preferred.
  • Experience supporting multi-site locations is preferred.



Additional Eligibility Requirements:



  • Must be able to pass criminal background check.
  • Ability to become certified to run criminal background checks within 30 days of hire, using the Department of Human Services system.



Essential Duties and Responsibilities:



  • Assist the Human Resources Manager with the administration of OFLA/FMLA, ADA accommodations, and other leave programs.
  • Serve as a resource for managers and employees, providing guidance on leave and accommodation processes.
  • Maintain accurate records related to leave requests and accommodations.
  • Coordinate the new employee orientation process to ensure new hires feel welcomed and prepared for their roles.
  • Process new hire paperwork, ensure new hire HRIS setup, and provide initial training on organizational policies and systems.
  • Collaborate with hiring managers to ensure orientation plans align with department needs.
  • Monitor and gather feedback to continually improve the orientation experience.
  • Assist the Learning and Development Manager in the coordination and implementation of training programs.
  • Provide logistical support for workshops, including scheduling, communications, and materials preparation.
  • Track training attendance and assist with evaluating training effectiveness.
  • Provide first-line support to managers and employees on employee relations issues, escalating as necessary to the Vice President of Human Resources.
  • Assist in gathering information for investigations and ensure accurate documentation of incidents.
  • Offer policy guidance and clarification to managers and employees under the direction of the HR Manager and VP of HR's direction.
  • Administer HRIS data entry and reporting, including creating turnover and compliance reports.
  • Assist with the administration of employee benefits, including providing support during open enrollment periods, ensuring accurate communication of benefits options, and addressing employee inquiries.
  • Serve as a resource for workplace safety matters by guiding employees and supervisors on completing 801 forms, ensuring compliance with reporting protocols, and supporting the organization's overall safety initiatives.
  • Provide support to the Payroll Specialist and HR Manager with bi-weekly payroll processing, including data entry, verification, and resolving discrepancies to ensure timely and accurate payroll administration.
  • Conduct background checks, credential verifications, and ongoing compliance reviews.
  • Additional duties and responsibilities as assigned to meet the needs and requirements of the human resources department and Volunteers of America Oregon.



Other Duties:



  • Attend staff meetings and attend training to stay up to date on human resources best practices and regulatory compliance.


  • Serve as backup to other team members including recruiting and records maintenance.



Knowledge, Skills, and Abilities:



  • Knowledge of OFLA/FMLA, Paid Leave Oregon, ADA, and other federal and state leave processes, and how to ensure compliance with applicable regulations while guiding employees and managers.
  • Knowledge of employment laws, including wage and hour regulations, equal employment opportunity laws, and workplace safety standards, and how they apply to Human Resources policies and practices.
  • Knowledge of Human Resources compliance practices, including personnel file management, record retention, and audit preparation.
  • Knowledge of learning and development practices, including onboarding, training design, and implementation of professional development programs.
  • Knowledge of recruitment and hiring processes, including sourcing strategies, applicant tracking, and compliance with anti-discrimination laws.
  • Knowledge of employee benefits administration, including enrollment processes, eligibility requirements, and communication of benefit options to employees.
  • Knowledge of HRIS systems and reporting functions, and how to utilize them for accurate data management and analysis.
  • Skilled in utilizing HRIS and applicant tracking systems to manage employee records, generate reports, and support Human Resources operations.
  • Skilled in creating and delivering professional written and verbal communication tailored to various audiences, including employees, managers, and external stakeholders.
  • Skilled in conflict resolution and de-escalation techniques to address employee concerns effectively.
  • Skilled in organizing and prioritizing tasks to meet deadlines and ensure the timely completion of Human Resources-related responsibilities.


  • Skilled in building and maintaining strong interpersonal relationships with diverse team members and project partners.


  • Skilled in using Microsoft Office Suite and other technology platforms for document creation, data analysis, and presentations.
  • Ability to promote a trauma-informed feedback culture that supports inclusivity and belonging.
  • Ability to promote and model cultural sensitivity in all project implementation practices, fostering an inclusive environment for diverse staff and clients.
  • Ability to collaborate effectively across teams and departments to implement Human Resources initiatives that support organizational goals.
  • Ability to prioritize and manage multiple tasks in a fast-paced environment while maintaining accuracy and meeting deadlines.
  • Ability to maintain confidentiality and act with discretion and integrity in handling sensitive employee information and Human Resources matters.
  • Ability to conduct investigations into employee complaints or workplace incidents and document findings in a clear, professional manner.
  • Ability to support employees and managers in understanding and resolving employee relations issues, fostering a positive and productive workplace environment.
  • Ability to adapt to changing Human Resources needs and contribute to continuous improvement initiatives to enhance processes and service delivery.
  • Ability to analyze Human Resources data, identify trends, and provide actionable insights to support decision-making and strategic planning.
  • Ability to work independently with limited supervision, while also contributing effectively as part of a team.
  • Ability to assist in coordinating company events, employee recognition programs, and other activities that enhance workplace culture.



Supervisory Responsibility: Position is not responsible for supervision of other employees.

  • Environmental Conditions: Works in a professional office setting. Note: This position will initially be assigned to work onsite at the administrative office, located at 3910 SE Stark Street, Portland, OR 97214. After completion of the onboarding period, the HR Generalist may be eligible to telework for a limited number of days per week, subject to supervisor and organizational approval.



Position Type/Expected Hours of Work: This is a full-time position; Monday through Friday, 40 hours per week, generally from 8 a.m. to 5 p.m. Additional hours needed at times to meet deadlines.
