Business Development/Capture Manager- Energy Division

KeyLogic Systems is seeking a dynamic Business Development/Capture Manager to lead strategic growth initiatives within the energy division, with a focus on government markets such as the Department of Energy (DOE), Environmental Protection Agency (EPA), National Nuclear Security Administration (NNSA), and other federal agencies. The successful candidate will drive the capture of key opportunities, oversee project delivery efforts, and contribute to the company's acquisition and corporate strategies.

The position is Remote (based out of the U.S.) with travel.

Key Responsibilities:

Capture Activities (60%)



  • Oversee and manage the energy division's opportunity pipeline, ensuring alignment with business goals and the successful capture of new contracts.
  • Expand the pipeline with opportunities from NNSA and explore adjacent markets in DoD, EPA, and other federal agencies.
  • Lead cross-functional teams in developing and executing capture strategies, leveraging competitive insights and maximizing win probability.
  • Guide capture efforts from qualification through proposal submission, coordinating internal resources and selecting the right partners for competitive bids.


Project Delivery (15%)



  • Support project delivery efforts, ensuring alignment between capture activities and successful execution of contracts.
  • Collaborate with project teams to explore innovative approaches that extend capabilities and generate follow-on opportunities.
  • Maintain strong relationships with clients, understanding their evolving needs and positioning the company for future project work.


Acquisition Strategy (5%)



  • Contribute to the company's M&A strategy by identifying and evaluating potential acquisition targets that align with the energy division's growth plans.
  • Provide analysis on how acquisitions can enhance the company's service offerings, capabilities, and market positioning in the energy and adjacent sectors.


Operational Assistance (10%)



  • Advise on the operational challenges of delivering services in secured environments, particularly for NNSA and other sensitive agencies.
  • Assist in developing strategies to enhance the company's capabilities in performing secured analyses and delivering within classified or regulated spaces.


Corporate Strategy Development (10%)



  • Provide strategic insight to guide corporate development, focusing on talent strategies, benefits programs, and competitive positioning.
  • Collaborate with leadership to refine the company's long-term strategy, ensuring alignment with market trends and internal growth objectives.


Qualifications:



  • U.S. citizenship and ability to obtain and maintain a TS or "Q" Security Clearance.
  • Bachelor's degree and 8-10 years of experience in business development, capture management, and sales in DOE, EPA, DHS, or FedCiv markets.
  • Proven ability to shape and win federal contracts, with deep knowledge of Federal Acquisition Regulations and federal procurement processes.
  • Strong relationships with key federal customers and partners in the energy and environmental sectors.
  • Demonstrated success in capture strategy, proposal development, and leading cross-functional teams.
  • Excellent communication, collaboration, and problem-solving skills, with the ability to effectively convey technical concepts and lead complex capture efforts.
  • Highly organized, process-driven, and able to thrive in a fast-paced, evolving work environment.
