Position Description

Provide monitoring and evaluation of financial activities, and operational performance information, and provide business and project management support to Public Works Surface Water and Sewers Stormwater Utility. Assist with the daily operational functions of the Stormwater Utility programs within the Surface Water and Sewers division. Collaborate with technical staff, utility billing teams, finance staff, and department leadership to ensure program execution.

Job Duties and Responsibilities

- Provide business and project management support to Public Works Surface Water and Sewers Enterprise funds in areas such as utility rates, revenue collection, coordination of activities, performance management, and operation efficiencies.
- Collect financial data and information relevant to the financial structure and perform financial and statistical analysis. Make recommendations including monitoring impacts to the Stormwater Utility fund and rates.
- Provide analysis of stormwater utility data process and coordination related to revenue
- Provide data to determine performance management of activities and projects
- Perform daily functions of the Stormwater Utility, ensuring efficient operations
- Respond to inquiries and requests from the public, Utility Billing, and other city departments
- Assist in updating Stormwater Utility data, ensuring accuracy and completeness
- Identify and maintain Stormwater Utility fee processes for Surface Water and Sewers.
- Resolve errors related to stormwater accounts and ensure accurate financial billing and records
- Assist management to produce cost benefit analysis related to projects, programs, or operational activities
- Maintain program documentation, including SOPs, guides, and manuals
- Identify opportunities for process improvements and implement necessary changes
- Assist with the Stormwater Utility Credit Program and new Recertification Program, including reviewing applications, making compliance determinations, and applicant correspondence
- Collect and analyze information on assigned projects and subject areas, and prepare reports summarizing findings and presenting logical and objective conclusions and alternative solutions
- Assist Division in establishing 'good' performance measurement systems using financial and budget criteria and operational methods.
- Provide oversight for the Surface Water & Sewers Divisions regarding annual or routine reporting of information to division leadership.

Required Qualifications

MINIMUM QUALIFICATIONS: Bachelors Degree in Business, Accounting, Environmental Science, Engineering, GIS, or a closely related field. MINIMUM EXPERIENCE: Three years experience performing related duties. LICENSES/CERTIFICATIONS: N/A SELECTION PROCESS: The selection process will consist of one or more of the following steps: a rating of relevant education and experience and an oral examination (100%). Knowledge, Skills and Abilities

- Advanced Degree preferred.
- Considerable knowledge of financial analysis principles and techniques, including cost benefit analysis and forecasting.
- Understanding of the City's organization, operations, finances, and revenue sources, existing and potential.
- Good knowledge of financial accounting systems and databases used in the assigned area.
- Ability to analyze, interpret and report results of analysis.
- Ability to present clear and concise reports, both orally and in writing.
- Ability to establish and maintain effective working relationships at all levels in the City.
- Good judgment and political sensitivity to navigate complex situations.
- Strong customer service to address and resolve inquiries and issues effectively.
- Well-organized with the ability to manage multiple tasks and priorities efficiently.
- Understanding of GIS and experience manipulating data using GIS desktop software (ArcMap/ArcPro).
- Strong attention to detail with the ability to work accurately with large datasets.
