The primary purpose of this position is to assist in the coordination for quality assurance and regulatory analysis of the affordable rental housing portfolio overseen by Portfolio Compliance. This position is also responsible for ensuring accurate data input occurs into Agency data tracking software. This role is responsible for all compliance program regulatory administration and enforcement of owner's compliance with OHCS regulatory agreements and/or loan documents and recommends a course of action to ensure adherence.

Two years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide eligibility or compliance with program guidelines and regulations.

Note: college-level course work may substitute for the experience on the basis of 45-quarter units per year of experience

Some positions may require:

A Bachelor's Degree in Business/Public Administration or a related field.

OHCS's Affordable Rental Housing Division serves as the state's housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.

The Portfolio Administration Section of the Affordable Rental Housing Division is comprised of two units, HUD Contract Administration (HCA) and Portfolio Compliance, that ensures the long-term viability of affordable housing built with public dollars across Oregon. The entire section monitors the physical condition, management, and tenant eligibility of the funded projects and compliance with the rules and regulations associated with the funding sources. This entire section helps to ensure the existing affordable rental housing stock is safe and decent for the long term.
