Navarro Research and Engineering is recruiting for a Project Controls Engineer in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

A Project Controls Engineering role with dual scheduling and cost engineering responsibilities. Under general supervision, the individual will prepare, maintain, and review baseline schedules and budgets for programmatic activities and construction project activities. Work will be performed per EIA-748 and applicable DOE orders using established DOE and industry methodologies and guidelines. Review work for completeness as required by project specifications and scope definition. Applies standard cost and scheduling data to departmental programs or systems. Responsible for utilizing Primavera P6 and applicable cost tools to effectively and proactively manage and control concurrent projects throughout the organization from proposal through execution to completion.

Responsibilities:

  • Under general to minimal supervision, responsible for preparing estimating, scheduling, or cost engineering data to provide accurate information to be used for project planning and analysis of project status.
  • Performs routine assigned tasks related to the preparation and application of schedule updates and cost monitoring activities (direct labor, material, subcontract, and indirect costs).
  • Coordinates the timeliness and accuracy of the ETC/forecast relative to the scope in the development of resource-loaded schedules and activity-based cost estimates, which may be based on quantity takeoffs, vendor estimates, vendor durations, prior historical information, subject matter expert input, or industry standards.
  • Performs periodic (typically monthly) status/input into the integrated cost and scheduling software (i.e., COBRA/P6).
  • Prepares, logs, and tracks Baseline Change Proposals and cost/schedule trend reports.
  • Reviews purchase requisitions and invoices for application of appropriate cost codes, budget ceilings, and quantities.
  • Extracts data from site financial and project controls systems to compile information for analysis, then determines and reports the cause for the difference and recommends alternative options for specific functions and disciplines.
  • Evaluates and analyzes actual expenditures against the approved cost estimates to determine possible manpower and budget/funding impacts for varying organization or project changes or modifications.
  • Generates and distributes routine charts, graphs, and statistical data in a timely manner; develops ad hoc reports and presentations as necessary and as directed.
  • Other duties as assigned.
Requirements

Minimum Qualifications:

  • BA/BS in project management, construction management, engineering, business, or other related discipline and 2 years related experience, or equivalent combination of education and/or experience.
  • Excellent interpersonal and communication skills. Must be able to communicate to peers and management clearly and effectively.
  • Must take prompt action to accomplish assigned objectives and critically analyze issues and opportunities.

Preferred Qualifications:

  • BA/BS in project management, construction management, engineering, business, or other related discipline and 5-7 years of Project Controls related experience under DOE O 413.3B projects.
  • Possesses working knowledge of Earned Value Management System and NDIA EIA 748.

Compensation:

Grade 16: $88,200 - $111,100

Grade 17: $96,938 - $122,113

Grade 18: $106,663 - $134,588

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate's education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
