Job Description:

FPISC (Permitting Council OED):

The Business Analyst will support integrated strategic communications efforts by helping to develop and refine critical tools and materials for the Permitting Council OED. Key responsibilities include contributing to strategic communications planning, gathering and analyzing requirements, and ensuring the development of foundational communication mechanisms such as informational videos and a dedicated website. Deliverables include webinars, feature stories, messaging, fact sheets, infographics, educational videos, toolkits, and digital platform content. The role requires managing multiple timelines, coordinating stakeholder inputs, and creating cohesive communications to address programmatic, statutory, and legislative updates.

USDA FS WFS (Forest Service Web Foundation Services):

The Business Analyst will provide expertise in requirements gathering, process analysis, and coordination to support the Forest Service's transition to a new content management system and infrastructure for public-facing websites. Responsibilities include analyzing and documenting requirements for website and application development, system administration, and web solutions architecture. The Business Analyst will also assist in project management activities, facilitate content migration and data integration efforts, and ensure comprehensive reporting and documentation.

Duties/ Responsibilities

• Collaborate with Agency stakeholders for routine requirements gathering, product demonstration, and feedback collection of the developed solution.
• Develop and maintain requirements documentation in GitHub Projects and other document repositories (user stories, bug tickets, process diagrams, RTMs, etc.)
• Perform thorough testing of the website/application including but not limited to; regression testing, user acceptance testing (UAT), functional testing, and smoke testing to ensure the solution meets functionality, usability, compatibility, 508 compliance, performance, and security requirements and standards.
• Develop and maintain functional documentation including but not limited to; test scripts, training and knowledge transfer documentation
• Provide on-going functional documentation and reports for operations and maintenance of Agency web system platforms, configuration, and architecture.
• Support routine reporting of development schedule, accomplishments, deliverables, risks and issues.
• Efficiently manages time on tasks as well as special projects.
• Must have strong communication skills and be able to work independently to identify and resolve issues.
• Identifies, analyzes, and evaluates business needs to solve business problems.
• Assumes responsibility for functional tasks and ensure they are completed in a timely fashion.

Required Skills/Abilities

• Business analysis/functional experience
• Experience with writing thorough user stories and bug tickets
• Experience with Project Management/Issue Tracking software (JIRA, Azure DevOps, GitHub Projects, etc)
• Experience with front-end testing of websites and applications
• Proficient in Microsoft Office Suite
• Excellent verbal and written communication skills
• Ability to create client-ready documentation/deliverables
• Experience working in an Agile environment
• Independent worker who can quickly learn new processes in fast-paced environment
• U.S Citizenship required

Nice to Have Skills

• Experience working with Drupal applications (nice to have)

Education and Experience:

• 2+ years
• Bachelor of Science in business analysis, business administration, IT, or any related field
