As a Business Process Subject Matter Specialist you will be responsible for assisting with identification, assessment, and recording of near, medium, and long-term business needs and technology solutions.

Responsibilities

  • Prepares and track project plans for project inception to completion.
  • Assists with facilitation of the implementation of new functionality, training, and troubleshooting. Participates in effective problem solving.
  • Participates in frequent business presentations. Communicates verbally and in writing with business and technical personnel at all levels.
  • Financial Management (FM) Support:
    • Lead and support FM training for the J62 workforce with a J62 learning agenda construct and an agile and unified approach.
    • Create and/or support executive FM briefings to include, but not limited to: the J62 PEO Bi-Weekly Budget briefing, and FM-related tasks and actions for the J62 community.
    • Must also be able to use and/or support the J62 PEO Budget Requirements Portal (SharePoint); the DLA Finance Web; ServiceNow; Power BI; and optimize FM Operations through data analysis, visualization, and IT-supported DLA tools and Microsoft tools to provide work aids.
    • Requires coordination, socialization, and general interfacing with regards to J62 actions, budget, and process improvements in support of J62 FM operations and transformational objectives.
    • Provide an agile and unified program management approach to optimize FM transformation activities. The knowledge of FM Program management techniques such as plans, roadmaps, and plans of actions related to the FM process improvements are required to transform the customer experience for budgeting, reporting, and other FM processes.
  • Budget Support:
    • Support of Digital-Business Transformation (DBX) and PPBE Activities, DBX Financial Tracking, Program Budget Review (PBR) Budget Increase Request (BIR) and Unfunded Requirements (UFRs), Programming and Establishment of Budget Baselines for Next Fiscal Year and assist as PEO Budget Requirements Portal (PBRP) backup.
    • Assist in budget preparation and provide support of budget management activities such as plans, roadmaps, and plans of actions.
    • Ensure operational efficiency by assisting with data collection and consolidation of budget taskings from OSD, J8, J6TC, J6 and the J62 leadership.
    • Support the budget lead with the execution of night court drills, budget reduction drills, and various leadership directed reduction drills.
    • As requested by the COR, assist the budget lead with periodic financial analysis to identify and resolve issues, gaps, or cost variances with invoicing/account discrepancies and other J62 budget issues.
    • Assist with tracking investments and maintain balance controls, ensuring that all expenses are within assigned project budget and accounts receivables and payables are properly updated and recorded.
    • Assists in the preparation and consolidation of budget related taskings, ensuring account receivables and payables activities are performed accurately and timely and also ensuring that financial transactions are properly updated and recorded.
    • Provide support to portfolio managers, program managers, and analysts with creating spend plans and monitoring execution.
    • Assist with identifying and resolving invoicing issues, accounting discrepancies and other J62 budget issues and ensuring data integrity in all budget reporting.
    • At the direction of the budget lead, assist in performing financial analysis, reporting, and management tasks.
    • Assist with the review budget/spend plan documentation and procedures and provide appropriate recommendations for consideration.
    • Assist with the automation of the future budget process and assist budget lead in executing process improvement initiatives.

Requirements:

  • Four (4) years relevant experience
  • Undergraduate Degree Required
  • One (1) year experience working with business process re-engineering.
  • Experience with EDI/XML electronic data exchange (e.g. Computer Science, Engineering, or Information Systems/Technology) and a specific logistics function (e.g., finance, supply, contract administration, transportation and operations research) and first-hand knowledge of the following: DoD/Component policies, business procedures, business rules, data standards and transaction standards (both DLMS and legacy formats) in support of Military Standard Requisitioning and Issue Procedures (MILSTRIP), Military Standard Transaction Reporting and Accountability Procedures (MILSTRAP), Military Standard Billing System (MILSBILLS), Supply Discrepancy Reporting (SDR) and Web SDR, DoD Activity Address Directory (DoDAAD)/ Military Assistance Program Address Directory (MAPAD), Logistics Metrics Analysis Reporting System (LMARS), Physical Inventory, federal cataloging data standards, materiel technical data standards, and transaction standards in support of seamless integration with the supply/logistics domain.
  • Good verbal and written communication skills.
  • Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
