As a Senior BPR Specialist you will be responsible for providing facilitation, training, methodology development and evaluation, process reengineering across all phases, identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices, and supervision of business process reengineering. Responsibilities
- Applies process improvement and reengineering methodologies and principles to conduct process modernization projects.
- Duties include activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements.
- Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams.
- Recommends and facilitates quality improvement efforts.
- Communicates verbally and in writing with business and technical personnel at all levels.
- Assist with development and sustainment of PEO policies, processes, and procedures.
- Prepare, revise, and/or update required program lifecycle products and documents, and assist the J62 PEO in the preparation and review of acquisition packages, subject to Government review, and approval. This includes the coordination, review and archival of such documentation for current and emerging business systems for all Acquisition Category (ACAT) and Business Category (BCAT) levels (DOD 5000.x series, Chairman of the Joint Chief of Staff Instruction (CJCSI) 6212, and CJCSI 3170 as required) throughout all phases of the acquisition lifecycle.
- Assist the PEO by providing recommendations to support strategic direction and objectives recommendations for the program. Services include development and recommendations of dynamic key business elements such as: Technology enhancements; program organization and communications, functions, staffing; program schedule updates; and recommend enhancements to risk management, testing, deployment, and training.
- Develop overarching marketing/public relations plans and assist in the development of program marketing and educational products.
- Provide technical support to the Acquisition Support Office (ASO) Director for acquisition reviews of programs and portfolios, consisting of business systems and Defense Business Systems (DBS).
- Assist the ASO Director in the preparation of technical reports for DLA, DOD, and Federal entities.
- Provide review and analysis of Acquisition Program documentation (DOD 5000.x series, CJCSI 6212, and CJCSI 3170).
- Provide support services to the PEO to ensure DLA's continuing compliance with Federal and Department of Defense Information Technology and Acquisition related regulations and directives (e.g., Clinger-Cohen, DODD/DODI 5000.x series, Defense Business Systems policy, etc.) are being met.
- Provide schedule support services, either in the form of Integrated Master Schedules (IMS) or other programmatic schedules approved by the COR.
- Provide support services to the PEO Support Operations Director for various administrative tasks.
- Provide support services to DLA Management at DLA's off-site location, in processing system authorization access requirements to record names, signatures, and other identifiers for the purpose of validating the trustworthiness of individuals requesting access to DoD systems and information.
- Provide technical advice and recommendations to DLA acquisition functional experts, specifically in the areas of IT supply chain management, transportation, and distribution functions.
- Support a variety of forums, working groups and meetings where subject expertise is required.
- Provide knowledge in process solutions.
- Perform ad hoc analyses of IT service organizations across the industry related to the effective, efficient, and profitable processes for the delivery of document solutions and business communications services. This includes defining, tracking, and analyzing the document outsourcing and market analysis markets as well as the hardware and software technologies that enable those markets, to provide an understanding of the competitive environment as well as methodologies for creating and sustaining positive and cost-effective customer relationships.
- Provide information and assistance to DLA to help the agency stay aware of current industry and DoD trends.
- Interact with Government team members to provide information, insight, and advice, customized for the unique and changing needs of DLA's business, including opportunities in growing information technology business.

Requirements:
- BA/BS required with ten (10) years of relevant experience.
- Four (4) years of experience in business process re-engineering with demonstrated, increasing responsibilities within this field.
- Strong verbal and written communication skills including the ability to negotiate outcomes and create frequent business presentations.
- Experience with EDI/XML electronic data exchange experience (e.g. Computer Science, Engineering, or Information Systems/Technology) and a specific logistics function (e.g., finance, supply, contract administration, transportation and operations research) and first-hand knowledge of the following: DoD/Component policies, business procedures, business rules, data standards and transaction standards (both DLMS and legacy formats) in support of Military Standard Requisitioning and Issue Procedures (MILSTRIP), Military Standard Transaction Reporting and Accountability Procedures (MILSTRAP), Military Standard Billing System (MILSBILLS), Supply Discrepancy Reporting (SDR) and Web SDR, DoD Activity Address Directory (DoDAAD)/ Military Assistance Program Address Directory (MAPAD), Logistics Metrics Analysis Reporting System (LMARS), Physical Inventory, federal cataloging data standards, materiel technical data standards, and transaction standards in support of seamless integration with the supply/logistics domain.
- Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
