About the Role:
Fermilab's Finance & Procurement Division seeks a Chief Procurement Officer (CPO). The CPO provides strategic direction and leadership to the procurement organization. The role ensures consistent application and establishes, where necessary, federal, and commercial acquisition practices in accordance with Fermilab procurement policies, contract law, commercial practices, and applicable federal procurement regulations. The Director develops and directs departmental goals and objectives that align with the Lab's long-term and short-term objectives and meets Department of Energy (DOE) Performance Evaluation Management Plan goals.

What your day-to-day as a Chief Procurement Officer at Fermilab will look like:
* Establish consistent application of prime contract requirements using best-in-class federal, industry, and academia acquisition practices lab-wide to assure quality of procurement packages and compliance with prescribed practices.
* Develop overall strategies for acquisition, formulating operating plans, performance metrics, and long-range planning to support the lab's needs.
* Direct department goals and objectives that align with Lab objectives and meet DOE Performance Evaluation Management Plan goals.
* Lead specific projects or programs as assigned or needed; represent the laboratory on various procurement matters, including committees, work groups, and external committees.
* Build highly effective and engaging relationships internally and externally, including with DOE, to ensure alignment of expectations and performance measures.
* Engage key stakeholders by executing a consistent strategic communication plan early in the process.
* Develop the capabilities of the procurement staff and ensure strong leadership within the organization.
* Design and implement programs and training that provide internal Laboratory customers with strategic options around the acquisition lifecycle and utilize best practices and tools.
* Identify and leverage strategic sourcing opportunities across the lab, DOE complex, and member organizations, including vendor partnerships.
* Advise Laboratory management on matters to ensure alignment of policies and actions with Laboratory goals, the prime contract, and DOE Orders.
* Supervise and lead a team, including responsibilities such as hiring, promotions, performance reviews, training, disciplinary actions, and team exits.
* Perform other duties as assigned by the supervisor.
* Abide by and perform all duties in accordance with environmental, health, and safety regulations and practices relevant to this position.

Skills and Attributes for Success:
* Bachelor's degree in Business, Finance, Legal Studies, Economics, or a related discipline.
* Minimum of 10+ years of experience in procurement, acquisition, or a related field, or an equivalent combination of education and experience.
* Master's degree preferred.
* At least 5+ years of management experience in business and/or financial operations.
* Professional certifications such as Certified Procurement Manager (CPM), Certified Federal Contracts Manager (CFCM), or Certified Professional Contracts Manager (CPCM) are desired but not required.
* Strong ability to interpret contract terms and conditions, including Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
* Experience in implementing procurement systems is preferred.
* Demonstrated ability to contribute effectively within a diverse workforce and uphold Fermilab's commitment to equity, diversity, and inclusion.

* Onsite: This is an onsite role, and the candidate must be able to work from our Batavia office.
