The Federal Reserve Financial Services Product Support team within the Federal Reserve Banks of Kansas City, Minneapolis, and Atlanta is seeking a payment services analyst to lead and support initiatives of varying complexity that impact both internal staff and external customers. As a payment services analyst within Operations Support, you will have an opportunity to lead high priority initiatives and grow your leadership, product engagement, and project management skills while working with a variety of stakeholders across the Federal Reserve System.

Payment services analysts are heavily engaged and relied upon to lead customer driven initiatives. They serve a key role in ensuring Operations teams, Customer Service teams, and our customers' needs are addressed and impacts are identified when initiatives are undertaken and implemented. Payment services analysts also ensure Operations teams are well informed and prepared for any changes that result from new or ongoing initiatives. Projects or initiatives that typically require payment services analyst support include those that require a moderate-to-high degree of subject matter expertise, are generally longer-term in nature, involve new products or enhancements to products, or will impact one or more Customer Service team and our customers. Payment services analysts play an essential role in leading projects that have a broad impact to our Financial Services teams and the Federal Reserve's customers.

Federal Reserve Financial Services (FRFS) delivers a suite of payments services to financial institutions via FedLine Solutions, Fedwire, National Settlement Service (NSS), FedCash, FedACH, and Check Services. We are currently leading a strategic effort to transform FRFS to a national, enterprise-focused organization. Over time, FRFS will offer an increasingly integrated set of Federal Reserve payment services, incorporating the FedNowSM Service upon its market entry in 2023. Through our evolved structure, we will meet the needs of the marketplace for new products and services more quickly, we will seek to provide a more robust and unified customer experience across our financial service offerings, and we will create new career growth opportunities for FRFS staff.

Position is based in Kansas City, Atlanta, Minneapolis, Richmond, New York, and Boston only. The role is eligible for a hybrid work schedule and not open to remote work. The candidate selected must live in one of these metro areas to be considered.

Key Activities:

  • Lead or support payment initiatives that modify or enhance the tools, applications, products and processes used in the delivery and usage of Federal Reserve Financial Services.

  • Create and manage project management documentation, such as initiative timelines, key milestones, and deliverable requirements.

  • Provide subject matter expertise to identify internal and external impacts of the initiative/product, as well as offer solutions and recommendations to issues to best ensure payment initiative success.

  • Meet with internal and external stakeholders to articulate issues, obtain and summarize feedback, draw insights and conclusions, develop analysis and proposals, and present findings.

  • Develop and maintain business, technical, and/or process documentation.

  • Develop or assist in the development of internal and external training collateral, and coordinate delivery of training as needed.

  • Prepare, review, and/or distribute customer and/or stakeholder-facing communications, including updates to internal and external websites or applications.

  • Provide input to and/or coordinate the certification/validation processes for initiatives, including requirements for application and software development activities and coordinate/lead user acceptance testing supporting application deployments (occasional weekend deployments).

  • Partner with internal stakeholders to evaluate issues that arise from product/application usage and deployments. Provide consultation to product support teams to identify, address, and mitigate issues impacting internal and external customers.

  • Establish, retain, and strengthen relationships with internal and external stakeholders to contribute expertise and promote advancements of new and existing product/service offerings

  • Responsible for leading or contributing to ad hoc deliverables as needed.

  • Act as a consultant to, and serves as proxy for, management in project meetings or delivery teams to ensure the needs of, and impacts to, teams and/or customers are understood and considered.

Qualifications:

  • Bachelor's degree from an accredited college or university or an equivalent experience.

  • Typically requires 6 years of relevant professional experience required. Prior experience in Financial Services or IT preferred.

  • Strong personal initiative.

  • Strong verbal and written communication and presentation skills, including formal presentation skills for executive audiences.

  • Effective analytical and problem-solving skills, including the ability to understand and explain information.

  • Strong customer service orientation.

  • Effective leadership skills.

  • Strong interpersonal skills, including the ability to work effectively in a team environment.

  • Proficient computer skills in programs, including but not limited to Word, Excel, PowerPoint, Internet and email programs.

  • Experience supporting Product development preferred.

  • Experience in applications such as JIRA, ServiceNow, Perceptive Content, and Salesforce preferred.

Additional Information

Locations:

  • Hybrid, on-site requirement will be determined by hiring district

  • The selected candidate will reside within a reasonable commuting distance of the employing Reserve Bank and will work full-time onsite or in a hybrid arrangement that meets the minimum number of onsite days required by the employing District. Reasonable commuting distance to a Reserve Bank's main office is defined according to the District's policies and practices

  • Eligible districts for Hire: Boston, MA- New York, NY- Richmond, VA- Atlanta, GA- Minneapolis, MN- Kansas City, MO

Screening:

This position has additional screening requirements due to the information accessed while performing the job. These additional screenings would be initiated at the time of offer acceptance and can take up to a couple of months to be completed. The candidate's start date may be impacted by completion of the screening. The areas screened may include education/employment verification, criminal history, credit history, and reference checks.
