We are seeking a Senior Program Protection Security Specialist/Management Analyst to join our team to help contribute to our success and help us solve problems with innovation through intelligence.This Senior Program Protection Security Specialist, Management Analyst (PPSS) responsibility is to serve as the primary interface and point of contact (POC) with System High leadership on staffing, personnel, and technical program/project issues. The PM primary duties are to provide management, direction, administration, quality assurance, and leadership to the System High team.This role requires active engagement with workforce at multiple sites, some of which will require travel. This PPSS will have the full authority to commit the System High Team to all operational functions in support of the contract, and to represent and act for, the company in all matters relative to the execution of the contract.

Functional Description:

The PPSS will conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.

This includes program analysts and management consultants.

Required Experience Acquisition Security (ACQSEC) Support:

Has extensive experience and knowledge of DoD and NAVAIR Security requirements and has demonstrated experience implementing and effectively managing security requirements (INFOSEC/INDUSEC/OPSEC/COMSEC/PHYSEC) and documentation required for a program/project. Has provided guidance and recommendations to program management for a Navy Major Defense Acquisition Programs (MDAPs) that includes ACQSEC requirements and all traditional security disciplines (INFOSEC/INDUSEC/OPSEC/COMSEC/PHYSEC). Able to provide subject matter expertise in the area of standard security discipline procedure recommend security mitigations.

The PPSS will assist the program team with the development and implementation of a comprehensive program protection strategy, encompassing the programs entire life cycle from initiation to closeout/transition. Provide day-to-day security support for Unclassified, Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) programs; comprehensive physical, technical, operational and IT/IA program security support for multi-security level programs to government and industry personnel. Assist program teams by training them to understand and implement security initiatives and develop risk management methodologies relevant to their program focus area.

Duties include, but not limited to:




  • Support a holistic approach to technology protection using one, some, or all of the traditional security disciplines (Physical Security, Operations Security, Personnel Security, Communications Security, TEMPEST, Information Security, Industrial Security, Cybersecurity, etc.) as appropriate.





  • Facilitate Program Protection Planning support and ensure compliance with Acquisition Security regulations, as well as all other security guidance, as applicable





  • The contractor shall support NAVAIR Acquisition Category (ACAT) programs and clients with facilitating the identification and protection of Critical Program Information (CPI).





  • The contractor shall facilitate the development, coordination, and staffing of Program Protection Plans (PPPs), including all appendices, to support acquisition milestone decisions. During the development of PPPs.





  • Coordinate with prime contractors, Milestone Decision Authorities (MDAs), other U.S. Government agencies, and NAVAIR/NAWC Security, as required.





  • Update, coordinate, and staff Technology Assessment and Control Plans (TA/CPs) to support acquisition milestone decisions.





  • Attend designated acquisition program meetings, technical interchanges, planning conferences, procurement planning conferences, and various acquisition program protection planning working group meetings with Government personnel.





  • Update reports, which shall include an agenda, significant discussions, action item assignments, and recommendations.





  • Provide program management support for ACQSEC requirements, such as PPP reviews, process development, and short and long-term development of ACQSEC goals and objectives.





Required Skills (Knowledge, Skills, Abilities)




  • Program Protection Planning, OPSEC, Physical Security, Industrial Security, COMSEC, Security Best Practices, and Horizontal Protection.





  • Must have working knowledge of the DD Form 254, DD Form 441-1 and facility sponsorship packages.





  • Must have experience applying relevant ICDs, DOD Manuals/Instructions/Directives, Executive Orders, NIST and other guiding policy documents.





Clearance




  • Top Secret Security Clearance with SCI eligibility current within the last five years.





Certification Requirements




  • PMP desired.





Years of Experience/Education Requirements




  • Minimum of ten (10) years relevant experience in the 13-1111 labor category with a High School degree.





  • Allowable substitutions: Possess a BA/BS degree plus six (6) years' or an associate's degree plus eight (8) years performing work in the related labor category of 13-1082





  • Minimum of two (2) years of supervisory experience.
