We are seeking a Senior Foreign Disclosure Analyst/Management Analyst (FDA) to join our team to help contribute to our success and help us solve problems with innovation through intelligence.

Functional Description:

The FDA supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

Required Experience Senior Foreign Disclosure Analyst/Management Analyst Support:

Lead Foreign Military Sales (FMS) case analysis support for a Navy MDAP or cooperative program. Provide recommendations for release of information, technology and capabilities to a Designated Disclosure Authority (DDA) IAW national, DoD and Navy Technology Transfer Security Review Board (TTSRB) policies.

The Senior Foreign Disclosure Analyst/Management Analyst will perform the following responsibilities:




  • Apply the principles of Servant Leadership to coach, mentor, train and develop employees.





  • Act as a trusted partner; balancing customer needs, employee care and corporate performance in all decisions to provide high quality customer support.





  • Provide technical and analytical support for the Foreign Disclosure Office (FDO) in developing, updating, administering, and evaluating policies and procedures directly affecting the release of highly technical and sensitive information to international partners and customers.





  • Provide support to the platform International Programs team in processing licenses. Participate in identifying, collecting, analyzing, staffing, and issuing recommendations on platform-related licenses.





  • Interpret disclosure policy and ensure that the appropriate National Disclosure Policy, Technology Transfer and Security Assistance Review Board (TTSARB), Disclosure Documentation, Technical Assistance Agreement (TAA) or Export License is upheld.





  • Provide disclosure review of documents in support of FMS cases.





  • Provide Foreign Disclosure guidance and recommendations to the FMS team and case managers.





  • Maintain a document tracker with statuses of documents in the Foreign Disclosure review of queue and provide statuses to FDO.





  • Stay familiar with system configurations and awareness of capabilities and stay abreast of various systems by the FMS customer.





  • Conduct classified safe inventory once per quarter. Ensure all documents within the classified safe are accounted for and ensure that new documents are added to the inventory.





  • Oversee the flow of Foreign Disclosure tasks to the Foreign Disclosure team and analysts and monitor the completion status on tasks.





  • Ensure Foreign Disclosure tasks are completed within the defined timeline and decisions are provided to the FMS teams for proper distribution in accordance with case milestones.

  • Ability to multitask.





Clearance




  • Top Secret Security Clearance with SCI eligibility current within the last five years.





Certification Requirements




  • PMP desired.





Years of Experience/Education Requirements




  • Minimum of ten (10) years relevant experience in the 13-1082 labor category.





  • Allowable substitutions: Possess a BA/BS degree plus six (6) years' or an associate's degree plus eight (8) years performing work in the related labor category of 13-1082





  • Minimum of two (2) years of supervisory experience.
