Chevo Consulting is hiring a
Budget Formulation Lead/Operations Research Analyst to join our expanding firm. This position provides the opportunity for significant client interaction by learning the client's business and becoming a trusted advisor. Ideal candidates will demonstrate versatility in understanding and performing work related to program budget and execution management. This will be a hybrid work environment opportunity, with client site located in Arlington.
Duties and Responsibilities:
Provide budget formulation support
- Support the development of strategic plans; Resource Allocation Plan (RAP) and Program Decision Options (PDOs); Office of Budget and Management Justification (OMBJ) and Congressional Justification (CJ) volumes, attachments, and artifacts; and Appropriation Committees' Technical Assistance requests.
- Interpret and analyze congressional legislation; prepare Congressional Budget Justification Reports.
- Develop Budget presentation materials, visuals, and analyses. Draft executive-level talking point language to accompany budget materials. Write detailed narratives to accompany budget data/packages for a wide range of stakeholders.
- Perform analytical tasks in support of programs to include cost estimating, resource planning and growth analysis, and long-range budget planning/analysis. Present analyses to leadership and provide recommendations to budget priorities as needed.
- Develop plans and monitor tasks to meet requirements for assigned program(s). Maintain oversight of all requirement tracking resources, ensuring accuracy, completeness, and demonstrating advanced planning/coordination.
- Recommend, document, and manage new or updated processes, develop project plans and schedules as required.
- Create ad-hoc Planning, Programming, Budgeting, and Execution (PPBE) reports as required.
- Support development and delivery of budget formulation training content.
- Manage highly complex budget data sets, tracking and validating budget formulation data throughout the PPBE cycle. Support data planning, analysis, correlation, and integration activities across CSD, leading data collection and validation sprints and implementing data into tracking sources. Advanced experience with Microsoft Excel and Power BI to analyze and visualize data.
- Develop reports and analyze performance metrics and programmatic PPBE documents.
- Conduct research and develop informational products articulating budget requirements to stakeholders.
- Support (IT) investment management activities using Capital Planning and Investment Control (CPIC) best practices.
Support budget execution
:
- Monitor overall program budget and develop execution and obligation briefings.
- Assist with the development of tracking mechanisms to ensure full accountability.
- Maintain and track the status of funds.
- Prepare and deliver monthly budget execution status of funds reports.
- Maintain and distribute Lines of Accounting as requested by the cognizant program manager.
- Retrieve and track information from the CISA's financial systems of record (AIMS, FFMS) for approval of goods and services.
- Assist with CSD and OCFO data calls as needed.
- Coordinate financial issues, tasks, and requests for senior leader decision and information briefings.
- Provide budget and contract management support for the federal customer.
- Support the development of operational plans and/or standard operating procedures to improve budget and contract roles and responsibilities, metrics, tracking, and budget- related information management capabilities.
- Support the government CORs with contract execution activities such as organizing and tracking contract invoices and deliverables, and monitoring burn rates, analysis of advance liquidations.
- Assist with Spend Plan development and maintenance.
- Assist with Budget Change Requests.
- Pull financial reports and format data for senior leadership by creating custom reports and analyzing data to inform decision making.
- Use Acquisition Information Management System (AIMS) to pull data and create reports.
Required Qualifications:
- BA/BS or in accounting or finance field of study.
- A minimum 8 years budget formulation experience
- A minimum 5 years DHS Planning, Programming, Budgeting, and Execution (PPBE) experience. DHS experience to include:
- Development of strategic plans; Resource Allocation Plan (RAP) and Program Decision Options (PDOs); Office of Budget and Management Justification (OMBJ) and Congressional Justification (CJ) volumes, attachments, and artifacts; and Appropriation Committees' Technical Assistance requests.
- Development of tasks/responses for Congressional Appropriators, OMB, DHS strategy/policy teams.
- A minimum 5 years experience using Microsoft Office Suite, with advanced skills using Microsoft Excel and PowerPoint.
- Experience in the following areas including,
- Drafting executive-level communications (e.g., talking points and briefings).
- Proven creative/outside-the-box thinker with the ability to identify problems and recommend alternative and reasonable solutions.
- Leading budget formulation data collection and analysis, summarizing results, and producing reports codified for a specific audience.
- Using PowerBI, PowerApps, and SharePoint
Desired Qualifications:
- Prior experience working in CISA
SALARY RANGE: $115,000 - $130,000
