FHI 360's Human Development Programs (HDP) Division implements civil society strengthening; reproductive, maternal, neonatal and child health (RMNCH); water, sanitation, and hygiene (WASH); health systems strengthening; and youth and workforce development programs. While the majority of these projects are USAID-funded, the department also has a rapidly growing portfolio of non-USAID and non-US government-funded programs with a variety of multilateral, foundation and private donors.

Position Summary:

The Associate Director, Programs and Projects will support the Sr. Director for HDP and project leaders in program management for FHI 360's portfolio in Human Development Programs practice areas. The Associate Director, Programs and Projects will work closely with the Sr. Director of the HDP Division to develop goals and objectives for this new program team. The Associate Director, Programs and Projects will also work with and through project staff to lead project start-up for new programs owned by the HDP Division including: workplan and budget development (in collaboration with technical and finance staff), subgrant development and review, compliance and programmatic monitoring and close-out; liaise with project offices related to program management and execution; ensure compliance with internal and external regulations; environmental mitigation and monitoring plans, team operating agreements; prepare presentations and support other related program objectives and deliverables. The Associate Director, Programs and Projects will support the coordination of new business efforts led by the HDP team, as neededThis position will work collaboratively with other Global Programs staff outside of the HDP Division, including those from the Business Development and Partnerships team, Strategic Growth, Global Research, and the US and Regional Programs team.

The ideal candidate will have excellent leadership and program management skills, experience with business development processes, and be a strategic out-of-box thinker who is ready to cultivate and grow FHI 360's portfolio of global programs.

Accountabilities:

• Provides support to program management for centrally funded initiatives, as needed, including development of staffing plans, annual workplans, ensuring smooth program implementation in the field, track performance against project timelines, budget, objectives, and deliverables.

• Coordinates project start-up for new programs, workplan and budget development (in collaboration with technical and finance staff), subgrant development and review, compliance and programmatic monitoring and close-out; liaise with project offices related to program management and execution; ensure compliance with internal and external regulations; ensure completion of program while adhering to budget, scope, and schedule requirements; environmental mitigation and monitoring plans, team operating agreements; prepare presentations and support other related program objectives and deliverables.

• Provides support to Project Leads to respond to donor requests.

• Provides input on HDP division managed awards related to overall staffing structure and budgeting of staff, support hiring and orientation of field staff, support country lead with HR issues including performance issues, salary and benefits, etc.

• Works with Finance Manager and country team on overall field support budget and budget monitoring

• Maintains and updates project tracking sheets for deliverables, contracts, and accruals, as well as maintaining relevant project files.

• Coordinates technical assistance in finance, M&E and technical issues as needed.

• Supports projects and programs within HDP on their thought leadership activities including collaborating with knowledge management and knowledge exchange teams and support external facing collaborations with normative bodies and technical networks.

• Serves as point of contact and interacting independently with field-based colleagues and donor contacts (as required), using good judgment to monitor and address issues in a timely manner, and keeping senior project management apprised of activity progress.

• Supports the Sr. Director, HDP to contribute to business development plans for the HDP division collaboratively with Strategic Growth, Business Development and Partnerships and other internal teams.

• Supports HDP teams who are tracking and responding to new business opportunities and collaborates with Strategic Growth and Business Development and Partnerships to mobilize resources for the HDP division to respond.

• Participates in the HDP division senior leadership team and the Global Programs Extended Leadership team.

Education:

• Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

• Master's Degree preferred.

• Project Management (PMP) Certification preferred.

Experience:

• Minimum of 10+ years' experience (including 3+ years of management experience) with program management, cross- cultural communications, US Government rules and regulations.

• Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.

• Must be able to read, write, and speak fluent English.

• Prior team lead experience required.

• Effective knowledge of design, implementation, and management of multisector/international development programs funded by US government as well as non-USG donors.

• Knowledge of various funding mechanisms, general contracting and reporting requirements.

• Knowledge of donor planning and reporting systems.

• Knowledge of business development process and proposal development for NGO's.

• Excellent oral and written communication skills.

• Demonstrated analytical and problem-solving skills.

• Ability to motivate, influence and work well with others.

• Solid operational and tactical decision maker with the ability to handle unforeseen issues.

Typical Physical Demands:

• Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

• Ability to sit and stand for extended periods of time.

• Ability to lift/move up to 5 lbs.

Technology to be Used:

• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint,
  Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements: Approximately 15%

The expected US Basedhiringsalary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range:$100,000 - $152,000

International hiring ranges will differ based on location.
