The role of Field Operations Planner ERG ("ERG") is to provide subject matter expertise during gas emergency response activities to both responding company personnel and external first responder agencies covering the entire gas service territory (i.e. Rockland and Orange Counties). When not responding to gas emergencies this position is primarily responsible for managing the O&R Natural Gas Hazard Awareness Training & Exercise (T&E) Program and maintaining relationships with County Offices of Emergency Management (OEM) and first responder agencies.

Responsibilities

Core Responsibilities
  • Responds to Gas incidents as directed by the GERC and assists in making safe. Assume the role of Communicator/Liaison Officer between first responding agencies and the GERC.
  • Implement the Incident Command System (ICS), as required, during Gas incidents. Assume the role of Incident Commander, when required.
  • Support Divisional areas on significant incidents with obtaining the command bus, tower lights and other needed items.
  • Manage, coordinate, and execute the O&R Natural Gas Hazard Awareness Training & Exercise (T&E) Program for external first responders (i.e., Orange and Rockland County OEMs; Fire/Police Departments within the Gas Service Territory). Requires flexibility in working after normal business hours
  • Maintain and promote various training tools including the O&R Natural Gas Hazard Awareness Mobile Training Trailer.
  • Provide gas hazard awareness/emergency response training to new and existing Gas Operations Personnel and others as needed.
  • Build and maintain positive working relationship with both external agencies and internal operating departments.
  • Maintain applicable Operator Qualifications as specified by the Section Manager.
  • Serve as Duty Supervisor (off-hour on-call responsibility) on a rotational basis providing emergency response and supervision of personnel engaged in off-hour emergency operations
  • Participate in assigned committees (e.g., Gas Operations Safety Committee , Gas Standards, etc.).
  • Perform sound decision making and problem-solving regarding safety and compliance, most times during emergency situations.
  • Communicate timely, accurate, and clear information effectively both during general work activities and during emergency response.

Qualifications

Required Education/Experience
  • Bachelor's Degree Business Management/Administration, Engineering; Teaching & Education or related discipline and 3+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience. or
  • Associate's Degree Business Management/Administration, Engineering; Teaching & Education or related discipline and 4+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience. or
  • High School Diploma/GED and 5+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience.
Relevant Work Experience
  • Working knowledge of gas distribution system, operations, maintenance and/or gas construction work methods. Required
  • Working knowledge of Company safety standards and programs. Required
  • Ability to manage multiple tasks independently and effectively; and be effective in a fast-paced and emergency environment. Required
  • Demonstrated adaptability, flexibility, and teamwork skills. Required
  • Strong organizational and time management skills. Required
  • Sound decision making and problem-solving skills. Required

  • Knowledge of emergency response principles as it pertains to gas. Required
  • Knowledge of the Incident Command System (ICS). Required
  • Remaining calm during highly stressful, life safety, gas emergency response situations Required
  • Working knowledge of the Gas Mobile Dispatch system, or equivalent. Preferred
  • Working knowledge of the National Fuel Gas Code. Preferred
  • Knowledge of Regulatory gas transmission and distribution codes and requirements. Preferred
  • Working knowledge of companys current Mapping and OMS systems Preferred
  • Experience as a Gas Emergency Response Trainer Preferred
  • Safe driving record Preferred

Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be available 24/7, and available to be on call and/or participate in off-hour emergency response and training/presenting activities as required.
  • Must fulfill the requirements of the Operator Qualification for the assigned area of supervision within one (1) year of accepting the position.
  • Work requires off-hour on-call responsibility (Duty Supervisor) on a rotational basis providing emergency response and supervision of personnel engaged in off-hour emergency operations.
  • Must fulfill the requirements of the Duty Supervisor qualification within nine (9) months of accepting the position.
  • Work is conducted outside, in varied conditions and terrain including adverse weather conditions, climbing and working in areas of limited space, and in a shared office environment.
  • At times, requires working long hours in response to outage situations and shift coverage requirements.
  • Work requires sitting, walking, standing, stair climbing, completion of paperwork, using a telephone and computer and attending meetings.
  • At times, work with computers for long periods of time during the day.
  • Must be willing and able to travel to other company divisions, locations and non-company locations is required.
  • Must be willing and able to travel to other company locations to attend training may also be required.
  • Must be willing and able to travel to attend industry and regulatory meetings, as needed.
  • Must be able to have company emergency response vehicle at place of residence.
