Cost Engineer BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Cost Engineer to join our team, providing engineer support for Air Force life-cycle cost engineering requirements/projects at the Air Force Civil Engineer Center (AFCEC), Operations Directorate (AFCEC/CO) at Hickam AFB, HI. Scope of work includes providing professional reviews, assessments, and offering expert opinions regarding cost estimate and cost engineering work to support AF base/installations.
Job Duties & Responsibilities
- Provide technical reviews and assistance during the development, update and/or revisions of cost estimates, cost engineering and cost risk analysis work, models, studies and reports that use specialized software for determining project results/findings
- Assist in documenting program files, organizing files, and providing administrative support
- Estimated tasks include providing professional reviews, assessments, updates and/or revisions of 70-80 cost estimates annually; perform consolidation of information from multiple studies for the development of 15-20 status reports annually; accomplishing 10-15 briefings annually
- Assist with preparation of training of 15-20 cost estimate training plans and courses
- Conduct one (1) to three (3) sites visits annually; consolidate, document, and track 80-120 requests in CE DASH annually
Key Qualifications
- U.S. Citizenship and the ability to obtain security clearance at the minimum level of "SECRET" is required
- Certifications: Professional Engineer License (PE) and Association for Advancement of Cost Engineering International (AACEi) Certified Cost Engineer is required
- Knowledge
- Extensive knowledge of AACEI cost estimating methodologies, Government criteria, and industry standard technical requirements is required
- Must also be familiar with all DoD and AF engineering policies/concepts to include:
- An understanding of AACEi cost estimating methodologies in the formation of project life-cycle cost estimates, WBS and the Uniformat II Classification System
- Knowledge of parametric cost estimating methodologies in terms of the development of assemblies and facility, functional space area & site work models for cost estimate program development tools
- Familiarity with Air Force Instructions (AFI), Unified Facility Criteria (UFC), and other DoD technical documents
- Working knowledge and experience with DoD Guidance Unit Cost (GUC) and Area Cost Factor (ACF) development for use in AACEi Class 5 cost estimate methodology work and its limitations
- Demonstrated experience in creating construction project Life-Cycle Cost Analysis (LCCA) models per the guidelines outlined in Air Force publications
- Demonstrated ability in using DoD cost estimating software: to include PArametric Cost Engineering System (PACES), MCASES Second Generation (MII) and Crystal Ball
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: A minimum of 10 years' experience with 5 years' experience directly related to the development of construction project cost estimates; must have experience in modeling, analyzing and studying cost estimate work and cost & schedule risk analysis results
- Education: A minimum of a bachelor's degree in Engineering, Masters in Business Administration (MBA) is preferred
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
