Benefits Specialist I*

Position Description

  • Responsible for assisting the benefits function by providing a variety of services necessary to enroll, process changes, counsel, and assist employees/retirees in benefit plans; processing bi-weekly payroll benefit deductions (employee and employer) for timely payment and balancing of deductions. This includes invoicing, reporting, electronic transmittal of data files, and updating of related information in the third party administrator and Santee Cooper's computer systems.


  • Essential Job Tasks:
  • Assists in administration of all benefit plans offered by Santee Cooper. Duties include processing changes, updating records, coordinating changes with vendor, monitoring deferral caps, and answering routine questions.
  • Develops and maintains proficiency with benefits and payroll systems. Coordinates and enters transactions for the bi-weekly payroll processes. Data entry specialist for all new hires, department and unit changes. Manages Benefits files in Enterprise Content Management (electronic files).
  • Develops and maintains proficiency with the purchasing and procurement processes. Reconciles benefit deductions for biweekly payroll processing and transmits funds to the appropriate entities.
  • Responds to inquiries from all plan participants on benefits enrollments, plan provisions, status changes and other general inquiries by answering call and emails in a professional and efficient manner.
  • Ensures the accuracy of personal and beneficiary information in the HRIS by performing quality checks of benefits-related data. Keeps abreast of the state's Benefit Authority programs and procedures. Seek innovation to improve processing of internal procedures.
  • Assists with the open enrollment process to include presentation creation, delivery and communication plan. Assists HR Technology with year-end processing. Coordinates and maintains records for unit transfers and new units and deletions.
  • Manages the COBRA process for Santee Cooper and coordinates with eligible employees.


  • Position Requirements

  • This position may be eligible for hybrid (remote and in person arrangement).

  • Benefits Specialist I
  • Associates degree + 2 years of directly related experience or High School Diploma/GED + 4 years of directly related experience.
  • Professional in Human Resources (PHR) certification or SHRM Certified Professional preferred.
  • Previous PEBA and SC Workers Compensation experience strongly preferred.


  • Compensation Information:
    $53,400 - $66,730 (min. - mid.)

    Benefits Specialist II
  • Bachelor's Degree + 2 years of directly related experience or Associates degree + 4 years of directly related experience or High School Diploma/GED + 6 years of directly related experience.
  • Professional in Human Resources (PHR) certification or SHRM Certified Professional preferred.
  • Previous PEBA and SC Workers Compensation experience strongly preferred.


  • Compensation Information:
    $66,390 - $82,980 (min. - mid.)

    Benefits Specialist III
  • Bachelor's Degree + 4 years of directly related experience or Associates degree + 6 years of directly related experience or High School Diploma/GED + 8 years of directly related experience.
  • Professional in Human Resources (PHR) certification or SHRM Certified Professional preferred.
  • Previous PEBA and SC Workers Compensation experience strongly preferred.


  • Compensation Information:
    $82,520 - $103,140 (min. - mid.)
