Job description:

Capgemini Government Solutions (CGS) LLC is seeking an IT Portfolio Analyst in support of a Department of the Navy client undergoing a large-scale transformation. This role is an opportunity to apply and grow your skillset, work with a motivated and entrepreneurial team, engage with a wide range of stakeholders, and build CGS 'capabilities. This is a hybrid role, initially assisting in Information Technology (IT) system rationalization before transitioning into the long-term analysis of IT project performance (cost, timeliness, effectiveness, etc. Both efforts will require the ability to gather data, identify trends, and provide key insights to decision-makers, advising on how to optimize resource allocation and ensure mission success.

Job Responsibilities:



  • Data analysis: Collecting, compiling, and analyzing data from various IT systems to assess project health, performance metrics, and identify potential risks or areas for improvement.
  • Portfolio reporting: Generating comprehensive reports and presentations for senior Navy leadership, highlighting key findings, trends, and recommendations for optimizing IT investments.
  • Budget management: Supporting the planning and tracking of IT budgets, identifying cost-saving opportunities, and managing cost variances across different projects.
  • Project oversight: Monitoring the progress of various IT projects, identifying potential roadblocks, and collaborating with project managers to ensure timely delivery and adherence to requirements.
  • Strategic planning: Contributing to the development of long-term IT strategies, aligning technology initiatives with Navy mission objectives, and identifying emerging technologies that could enhance operational capabilities.
  • Stakeholder management: Collaborating with diverse stakeholders across the Navy, including program offices, IT teams, and end-users, to gather feedback and ensure alignment with IT portfolio goals.
  • Compliance and security: Ensuring that all IT projects adhere to Navy cybersecurity policies and standards, including data protection and access controls.
  • Help define and implement portfolio management (IT Project Governance) policies and processes to support fact-based decisions on investments into Information Technology projects.
  • Continuously improve the IT governance and planning capability for MyNavyHR by integrating optimal ways of planning and organizing, acquiring and implementing, delivering and supporting, and monitoring IT (solutions) performance.
  • Build trusted and effective relationships with project managers to ensure they deliver quality work on-time and on-budget and helping to resolve issues as required.
  • Participate in discussions and activities regarding IT project funding, resourcing, and prioritization, while advocating for the business as it relates to programs and projects.
  • Guide program and projects through portfolio planning and execution.
  • Understand, evaluate, and manage risks to the portfolio.
  • Serve as a counselor to and catalyst for department managers in identifying areas for technology improvement and/or technology use improvement.


Required Qualifications:



  • US Citizenship is required.
  • Ability to obtain and maintain a high-level security clearance.
  • Bachelor's degree in information technology, Computer Science, Information Systems, or related field.
  • A minimum of 3-5 years of IT Infrastructure/Technology experience
  • 3-5 years of data or statistical analysis experience
  • 3-5 years of experience in project coordination, management, and/or project delivery accountability
  • Excellent analytical, critical thinking and problem-solving skills
  • Excellent soft skills (e.g., adaptability, emotional intelligence, perseverance, active listening, mindfulness, effective negotiating, consulting & coaching skills)
  • Ability to set priorities and adapt to changes in a quick, professional manner
  • Experience in a government agency sector
  • PMP Certification or equivalent experience
  • Proven technical project management experience
  • Knowledge of information security best practices
  • Experience with Microsoft O365 suite of tools
  • Knowledge of application support principles
  • Knowledge of Cloud technologies
  • Navy or DoD background

  • Knowledge of BCAT and Defense Business Systems
