Overview

Are you passionate about supporting students with disabilities and the districts that serve them through technical assistance, guidance, and resources? Are you excited by special education law, policies, and practices? Do you have experience facilitating transformational change in education systems? Can you lead initiatives while working as a part of a team?

The Agency of Education (AOE) is hiring a specialist to join its dynamic and highly collaborative Special Education Team. We are looking for candidates who have a combination of special education experience and expertise, knowledge of inclusive evidence-based instructional strategies, understanding of the needs of students with low incidence disabilities, familiarity with federal and state special education requirements, experience in technical writing, and leadership within education change initiatives. This specialist will join the AOE's Special Education Team engaged in program and continuous improvement work and will serve as liaison within the AOE's General Supervision System such as Dispute Resolution.

Specific Job Duties Include:

  • Serving as Team expert on low incidence disabilities and managing grant programs supporting this population of learners
  • Representing the Special Education Team as liaison to the Dispute Resolution/Legal Team (i.e. consulting on written state complaints, collaborating on Dispute Resolution informational materials and systems improvement, managing improvement activities for key indicators related to Due Process within Vermont's State Performance Plan)
  • Managing the Vermont Mentoring Special Educators of Excellence program which includes planning ongoing professional development and interagency collaboration for alternate pathways to special education licensure
  • Utilizing data-based problem-solving approaches as a function of determining team and individual priorities and areas of focus
  • Supporting data-based problem-solving approaches and effective leadership across all levels of our public education system
  • Representing the AOE on assigned state and/or national councils, advisory boards, work groups, and professional learning communities.

Additionally, we expect all team members to contribute to healthy team and division cultures, and to be able to participate in discussions about team culture and climate improvement, as needed.

Environmental Factors

Work is generally performed in a standard office setting but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.

Minimum Qualifications

Bachelor's degree in education, public administration, or related field AND four (4) years or more at a professional level in education, program development, or leadership role in a public or private educational institution.
OR
Three (3) years or more of experience as an Education Consultant II with the State of Vermont.

Preferred Qualifications

At least three years of successful experience as an educator and/or administration in a PreK-12 environment (special education certification preferred)

Specialized knowledge in the field of Special Education

Significant experience in the design and facilitation of professional learning and technical assistance for district and school leadership teams

Experience supporting transformational change efforts in a special education or education systems context

Strong writing and communication skills

Proficient in utilizing technology

Ability to research and evaluate Special Education evidence-based educational practices and resources

Knowledge of special education policies, practices, and procedures

Evidence of effective communication and collaboration
Master's degree
