Surface Cryptologic Warfare Analyst - Clearance Desired

We are hiring a Surface Cryptologic Warfare Analyst to work in the Pentagon supporting OPNAV N2N6.

The candidate shall provide support to the OPNAV Surface Cryptologic & Electronic Warfare Capabilities Branch (N2N6W2) within the N2N6W Crypto-Electronic & Cyber Warfare Division.

Support will include assessing programmatic requirements; reviewing EW, cyber operations, TDL, and space policy and strategy; validating sufficient personnel and training requirements; and ensuring all are programmed to an acceptable level.

The applicant will help provide strategic and operational-level support for liaison across all Navy organizations and echelons, other Services, Allies, other Department of Defense (DoD) agencies, and non-DoD Agencies including the US Coast Guard under Department of Homeland Security (DHS). This will require supporting the preparation of cogent PowerPoint presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist N2N6 government personnel in identifying, assessing, prioritizing, validating, adjudicating, and programming for Navy and Joint capabilities and requirements.

Role and Responsibilities:

• Evaluate impact to requirements and resourcing of the Shipboard Information Warfare, Cryptologic Carry-On Program and Cryptologic Direct Support portfolio of capabilities from the National Defense Authorization Act (NDAA) and changes to various DoD policies and directives.
• Assist in the planning, execution and after- action reporting of stakeholder engagements to include Joint Doctrine Working Groups, Capability Based Assessments, Concept Development Working Groups, emerging technologies, Joint Requirements Oversight Council (JROC), International Cooperation and related Joint Capabilities Integration and Development System (JCIDS) Boards.
• Support development of Navy capabilities and programming strategies, applying the principals of the Joint Capability Integration Development System (JCIDS) process.
• Assist in the review, analysis, and staffing of Navy and Joint initiatives and associated documents (e.g. Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), Capability Development Document Update (CDD Update), Joint Operational Concepts (JOC), and Joint Functional Concepts (JFC)). Will be required to provide comments and recommended actions to ensure JCIDS documents meet established DOD, Joint, and Navy Cyber requirements.
• Review and staff Navy plans, instructions, and requirements documents related to Electronic and Cyber Warfare.
• Prepare, review, and support queries about PPBE documentation, including reports, briefs, statements on program status, and long-range budget requirements.
• Support Integrated Process Teams (IPTs), Integrated Process Reviews (IPRs), Special Advisory Boards, and off-site conferences and meetings.

Required Technical and Professional Expertise:

• Prior military experience as a Commissioned Officer or a Senior Enlisted member At least 1 year of experience in one or more areas of the above listed roles and responsibilities
• Citizenship: Must be a US Citizen
• Clearance: Ability to obtain and maintain a TS/SCI clearance; active TS/SCI preferred
• Strong written and verbal communication skills
• Demonstrated effective team player and analytical skills

Preferred Technical and Professional Expertise:

• Demonstrated ability to coordinate cross-functional work teams toward task completion
• General PC knowledge including Microsoft Office expert level knowledge of Excel and PowerPoint, working knowledge of SharePoint, or Access (or similar database management system)
• Familiarity with PPBE / POM (at least one cycle)
• Familiarity with DoD Acquisition Process
• Familiarity with PBIS & iRAPs
• Familiarity with ETMS2 tasker system

Travel: 20% (potential)
