Position Summary:

PRB is seeking a Program Analyst to support knowledge translation and learning activities in the International Programs (IP) department, primarily on the USAID-funded MOMENTUM Knowledge Accelerator (MKA) project. The global health project focuses on monitoring and evaluation, innovation, and adaptive learning, knowledge management, and strategic communications for the MOMENTUM suite of projects. MKA collates, analyzes, synthesizes, and packages data, knowledge, learning, and stories for improved maternal, newborn, child health, family planning, and reproductive health (MNCH/FP/RH) programming around the world. This position will largely focus on supporting the project's efforts to document learning about what the suite of MOMENTUM projects has achieved and develop tools, technical resources, and events that facilitate dissemination and use of technical knowledge within and beyond the MOMENTUM suite.

The Program Analyst will also support IP program activities, as needed, as well as program monitoring activities in the IP department, supporting the Monitoring, Learning, and Evaluation (MLE) team to develop organizational and project indicators and monitoring processes to ensure the collection of quality data that informs decision making.

This position is an ideal opportunity for a highly-organized candidate with an interest in blending implementation research approaches, data analysis, and knowledge translation skills to ensure clarity and use of programmatic evidence. The ideal candidate for this position will thrive in highly collaborative settings and will have experience working with and managing the interests of diverse stakeholders. Finally, the successful applicant will have fluency in English and ideally a high level of working proficiency in French, including excellent writing skills and the ability to present and lead discussions in both languages.

Essential/Primary Responsibilities

The position primarily supports the MKA's Senior Directors for Learning and Knowledge Management. Illustrative responsibilities include:

Management & Coordination

  • Manage the planning and successful execution of one or more activities. Tasks may include developing activity goals, plans, and timelines; monitoring activity timelines, deliverables, and results; and overseeing workplans and budgets.
  • Provide support to and oversight of staff, partners, and/or consultants in pursuit of activity goals.
  • Liaise regularly with key project and organizational partners across the broader suite of MOMENTUM projects to ensure transparent coordination and gather needed information, data, and learning.
  • Represent MKA at conferences, events, and meetings, including designing sessions to be participatory, dynamic, and effective.
    1. Tasks may include developing agendas; drafting and reviewing presentations; identifying potential speakers and participants; supporting the facilitation of in-person, virtual, and hybrid events; and taking notes and preparing technical writeups.

Learning and Knowledge Translation:

  • Support implementation of the MOMENTUM learning agenda, which systematically captures and analyzes information from across the MOMENTUM suite.
    1. Tasks may include preparing learning or research protocols; collecting, analyzing, and synthesizing qualitative and quantitative data; preparing content and helping organize learning exchanges; drafting learning briefs and case studies; and designing and implementing ways to share learning across the suite of awards and beyond.
  • Draft and/or provide technical input on diverse MKA materials related to maternal, newborn, and child health, reproductive health and family planning, youth, gender, and other topics.
    1. Tasks may include conducting background research by gathering literature; analyzing data; synthesizing information from several projects and activities; developing written products in compelling formats; and revising content based on internal and external review.
  • Expand the reach and promote use of MOMENTUM's technical insights by intended audiences and support capture and documentation of outcomes of use.
    1. Tasks may include drafting, supplementing, and implementing dissemination plans; developing key messages to enhance the appeal of technical resources for varied audiences; organizing knowledge-exchange events and facilitating discussions in hybrid (online and in-person participation) formats; tailoring dissemination activities for regional and country-based audiences; and engaging with target audience members to learn about practical application and use.
  • Occasional travel may be involved.

Accountabilities:

Reports to a Senior Policy Advisor.

Qualifications, Skills, and Abilities:

PRB is seeking candidates who are highly organized, detail oriented, results focused, self-reliant, resourceful, and collegial. Applicants should have:

  • Bachelors in public health, public policy, international development, demography, or a related field; Masters degree in a related field preferred.
  • At least 7 or more years of progressive relevant experience. An equivalent combination of education and experience will be considered.
  • Demonstrated technical experience in one or more of the following areas: global health research and/or programming; maternal, newborn, and child health, voluntary family planning, and reproductive health; monitoring, evaluation, and learning; knowledge management; strategic communications.
  • Experience collecting, analyzing, and synthesizing qualitative and quantitative data.
  • Experience translating, packaging, systematically sharing, and promoting the use of technical data and learning with key programmatic audiences.
  • Ability to be flexible and perform and prioritize multiple tasks simultaneously, adhering to deadlines.
  • Interpersonal skills to work respectfully and collegially in teams, including with diverse partners and project funders.
  • Cross-cultural competencies, including effective and appropriate communication in intercultural situations. This could be demonstrated by, for example, experience managing activities for international groups; working or studying abroad; and/or experience working with people from international backgrounds.
  • Fluency in English required with the ability to lead and facilitate meetings, conduct interviews, and prepare high quality correspondence and documents.
  • Excellent written and verbal communications skills with attention to detail.
  • Interest in PRB's mission and work.

Not required but a plus:

  • Experience with USAID programming and donor requirements preferred.
  • Demonstrated project management success, including developing workplans, ensuring quality and timeliness of technical deliverables, and managing budgets.
  • Fluency in French, with ability to conduct interviews, facilitate meetings, and prepare high quality documents.
  • Experience working in low- and middle-income countries, preferably on reproductive, maternal, newborn, and/or child health.
