We are looking for an experience and motivate individual to fill the position of Environmental Specialist within our US Onshore Resources & Carbon Management business unit, based in Houston, Texas. Establishing program specialist for the various compliance programs (LDAR, AVO, M22, Rod Packing, Engine Testing, MRV). A person may be assigned more than one program. This role will be responsible for overseeing existing business process, using KPIs to track compliance progress, proposing process recommendations, and gaining leadership buy-in for the process changes. Responsibilities:
- Comprehend, interpret, and apply federal, state, and local air regulation to ORCM compliance programs.
- Develop operations strategy and implement business process to meet federal, state, and local air emissions requirements consistent with Oxy policies.
- Conduct business reviews with asset leadership recommending and outlining process improvements, and reporting on metrics for various compliance program.
- Develop key performance indicators for assigned compliance programs and generate reports for asset leaderships to monitor compliance.
- Update operations and business strategy as needed based on KPI performance.
- Provide consultation to various levels within the asset team on how changes in the air regulations impact operations and compliance metrics. Including but not limited to asset directors, maintenance and construction leads, and field operators.
- Collaborate with Field Operations to refine best practices, share knowledge and experiences to streamline compliance programs.
- Provide expertise, training, and communication to business unit personnel and management to aid in achieving corporate and business unit specific compliance goals.
- Develop and maintain documents and records required by federal, state, and local air regulations and internal Oxy procedures. This includes but is not limited to monitoring plans, compliance program procedures, and process diagrams.
- Support Air Quality in federal, state, and local reporting by providing compliance program data and analysis as needed.
- Lead asset team compliance meetings to review progress of compliance activities and goals.
Qualifications:
- Bachelor's Degree or equivalent work experience
- Minimum of 5 years of experience with oil and gas knowledge
- Well-developed verbal and written communication skills, problem analysis skills, and technical translation skills
- Ability to read, comprehend, interpret, communicate, and consistently apply environmental rules and regulations
- Manage multiple projects concurrently and adjust quickly to changes in priorities
- Strong computers and data analytics skills with an emphasis on attention to detail
- Strong organizational, problem-solving, and critical thinking skills
- Self-starter and ability to work independently and meet objectives of the job and the team
- Proficient in Microsoft applications (Outlook, Word, and Excel)
- Valid driver's license with no restrictions
- Travel will be required 10% - 30% of the time
