Job Summary

The Sr. Director of Equal Opportunity & Compliance/Title IX Coordinator is responsible for leading the Institute's efforts in managing compliance with Title IX, Title VII, Title VI, and other related regulations and policies. This role serves as the Institute's Title IX Coordinator, Title VI Coordinator, and Non-Discrimination and Anti-Harassment Officer. The Sr. Director oversees all investigations and inquiries related to discrimination and harassment based on a protected characteristic and allegations of retaliation, ensuring prompt, effective, and equitable investigations, and resolutions of complaints. Additionally, this role ensures education, training, prevention, and awareness initiatives are embedded throughout campus.

This position will supervise: Assigned Staff.

Responsibilities

Job Duty 1 - Monitors and analyzes federal, state, and local laws, regulations, and decisions to ensure Institute policies and procedures related to discrimination, harassment, and retaliation comply with the law, best practices, and the objectives of the Institute's administration. Develops and implements appropriate policies, procedures, and practices to improve program effectiveness and legal compliance.
Job Duty 2 - Coordinates and oversees Title IX compliance efforts, including other campus offices and administrators. Monitors, evaluates, and recommends improvements in the Institute's compliance with equal opportunity and non-discrimination laws, guidelines, and policies to ensure employment practices comply.
Job Duty 3 - Supervises investigators; oversees complaint investigation and response to reports of discrimination, harassment, and retaliation; ensures investigations are comprehensive, timely, impartial, and consistent with the Institute's policies and procedures. Collaborates with relevant Institute officials regarding appropriate resolution and remediation of complaints.
Job Duty 4 - Oversees the implementation of Title IX and Violence Against Women Act (VAWA) education and awareness programming for students, faculty, and staff. Maintains documentation of training and educational programs related to compliance with Title IX and VAWA and provides certification as required to federal and state regulatory bodies and the University System of Georgia. Arranges training and/or assists in training staff members responsible for any part of the grievance process (investigators, decision makers, hearing panelists, etc.)
Job Duty 5 - Tracks complaints, data, and trends to identify patterns and makes recommendations to address any patterns or systemic problems revealed by reports and complaints. Prepares reports for unit and institutional leadership regularly.
Job Duty 6 - Assesses and evaluates reports of discrimination, harassment, sexual misconduct, and retaliation to determine whether they fall within the purview of university Institute policies. Coordinate and oversees the formal and informal grievance processes available at the Institute relating to discrimination and discriminatory, harassment based on protected categories, and retaliation.
Job Duty 7 - Consults with the Office of General Counsel to assist with response to external charges of discrimination and inquiries from the Department of Education (including the Office for Civil Rights), Department of Justice, Equal Employment Opportunity Commission, or state and local human rights agencies related to discrimination, harassment, and retaliation.
Job Duty 8 - Assists in the response to federal Equal Employment Opportunity/Civil Rights grant inquiries. Consults with and advises other offices/divisions and external investigators to determine the scope of an investigation, ensures the provision of initial remedial actions as needed, monitors compliance with timelines, ensures proper investigative reports and notices of outcomes are delivered, ensures appropriate corrective and remedial acts are consistently assessed and enforced.

Job Duty 9 - Disseminates Institute discrimination, harassment, and retaliation policies and procedures, annual reports, and related guidance to the Institute community.

Required Qualifications

Educational Requirements
Master's Degree or an equivalent combination of education and experience.

Required Experience
Ten or more years of job-related experience plus five or more years of supervisory experience.

Preferred Qualifications

Preferred Educational Qualifications
Advanced level degree: PhD, Juris Doctorate.

Preferred Experience
Previous experience working in an academic or institutional setting.

Proposed Salary

Annual salary: $159,048 - $200,000

Ability to serve as a subject matter expert, with experience handling complex complaints and civil rights related matters; experience responding to civil rights, Title IX, and equal opportunity issues, advising on best practices in managing employment issues, and delivering excellent customer service; demonstrated strong work ethic, initiative, and self-motivation, dedication to completion of work projects, ability to collaborate and work in a team; ability to lead and inspire a team through actions consistent with Institute core values, including open communication, and courageous decision-making and counsel. Must possess sound judgment to address and resolve conflict while preserving dignity and esteem of others involved; ability to operate with discretion; ability to deliver services with a realistic/pragmatic approach based on sound judgment - balancing the needs of the Institute with the values, policies, and laws under which the Institute operates; ability to effectively manage multiple projects and tasks while maintaining accuracy and attention to detail.

KNOWLEDGE
o Experience conducting and supervising discrimination, harassment, and retaliation investigations,
and resolving workplace and/or student sex discrimination complaints
o This job requires advanced knowledge of civil rights & employment laws and practices. Preferred
experience in higher education, public sector, government, or related industry

SKILLS
Must have strong written and verbal communication skills.
