Position Overview: The Senior Manager of Cancer Registry will overall management of the Cancer Committee activities ensuring compliance with the guidelines of the American College of Surgeons (ACoS) Commission on Cancer to maintain Cancer Program Approval. Responsible for planning, directing, coordinating and controlling the operations of the Cancer registry. Hires, trains, develops and supervises Cancer Registry staff. Manages the Cancer Registry computerized database and computer technology and ensures compliance with ACoS guidelines and rules and regulations of the Illinois Department of Public Health-Illinois State Cancer Registry (IDPH-ISCR). Provides cancer incidence, cancer management and outcome information to ensure quality care, support cancer research, support education of physicians and assist with strategic program planning and marketing of cancer services. What you will do:
- Reviews/monitors guidelines of the ACoS and ensures Cancer Registry compliance with Standards for Cancer Program Approval.
- Reviews/monitors IDPH-ISCR rules and regulations and ensures Cancer Registry compliance.
- Submits both inpatient and outpatient reportable cases to ISCR in compliance with IDPH-ISCR rules and regulations.
- Coordinates and integrates the Cancer Registry with Endeavor Health Cancer Program.
- Ensures Cancer Registry compliance with hospital policies on confidentiality and use of medical records and statistical information for research.
- Manages the following Cancer registry functions: Reportable Case Finding, Data Abstracting/Coding/Database Entry, Patient Follow Up and Data Retrieval/Information Output.
- Develops, implements and revises policies and procedures for Cancer Registry according to ACoS guidelines, ISCR requirements, database vendor-specific and hospital-specific needs.
- Prepares and updates abstracting and staging guidelines for Cancer Registry staff.
- Maintains and cross-references externally dictated data coding manuals (ACoS- FORDS, ISCR-DAM, MRS manual, ICD-O coding manual, AJCC Staging manual, SEER Summary Staging and Extend of Disease manuals and Collaborative Staging System manuals and Multiple Primaries and Histologies manual.)
- Maintains historical information on changes in the following: staging systems, ICD-O coding, ACoS, IPDH-ISCR and vendor-specific database coding to ensure accurate data retrieval for studies and research.
- Consults with Medical Staff concerning inconsistencies in Medical Record documentation which affect accurate abstracting of cancer data.
- Manages and maintains Cancer Registry computer-based cancer data system (IMPAC: MRS).
- Trains staff to effectively utilize data entry and data retrieval.
- Performs quality assurance studies to ensure accurate abstracting and coding and to ensure that high quality cancer data is available for hospital use.
- Develops and maintains up-to-date Disaster Plans for database back-ups, maintains essential manual records.
- Is the designated network system administrator for the Cancer Registry Wide Area Network (WAN) with linkage between Evanston, Glenbrook and Highland Park Hospitals.
- Manages departmental software and trains staff to utilize computer software (including Windows, Word, Excel and Outlook) and mainframe applications (including EPIC, Medipac, Clinipac, Horizon, and PowerPath).
- Collaborates with EPIC programmers to implement changes to the AJCC tumor staging notes as new editions are published.
- Recruits, hires, trains and supervises assigned staff.
- Assess, maintains and sets performance expectations for staff.
- Develops and monitors performance expectations for staff.
- Conducts performance appraisals and recommends salary increases consistent with Endeavor Health policies and procedures.
- Manages workflow and delegates responsibilities as appropriate.
- Provides the Cancer Registry staff with opportunities to participate in a verity of continuing education programs, conference and EHN sponsored workshop.
- Plans and conducts in-services for staff to expand knowledge and skills.
- Provides cancer incidence, management and outcome information to physicians for project planning, conference presentations, in-house studies and IRB-approved research and publication utilizing the Cancer Registry database and outside benchmarks including National Cancer Data Base (NCDB), Illinois State Cancer Registry (ISCR) and American Cancer Society (ACS).
- Provides statistical information to administrators for strategic program planning and marketing projects.
- Directs Cancer Registry staff participation in Commission on Cancer CP3R and e-Quips quality measures.
- Obtains Cancer Committee and\or administrative approval to provide Endeavor Health cancer data to outside agencies.
- Collaborates with chairman of the Cancer Committee to plan and schedule committee activities.
- Directs Cancer Committee coordinator in the preparation of meeting agendas and minutes.
- Ensures Cancer Committee compliance with the Standards set forth by the American College of Surgeons Commission on Cancer.
- Monitors quality of Cancer Program Management
- Manages the Cancer Committee's Quality Assurance of Cancer Registry data.
- Monitors the attending physician's TNM staging requirement ensuring compliance with the ACoS Standard.
- Monitors the pathologist's use of required scientifically validated elements on pathology reports.
- Manages preparation and publication of Cancer Program Annual Report.
- Provides cancer incidence, management and outcome information for inclusion in the annual report.
- Provides benchmarks for quality comparison.
- Schedules presenters and assists them in selection of cases for the Cancer Conferences.
- Provides pathology, diagnostic radiology and nuclear medicine departments cases for presentation at Conference.
- Directs clerical functions and schedules Cancer Registry staff for attendance at Conference.
- Maintains required records for all Conferences including those held at HPH, all site-specific Conferences and general Conference.
- Provides CME evaluation forms and a copy of the attendance record to appropriate CME coordinator.
- Manages the triennial Cancer Program Survey site visit for reapproval by the ACoS Commission on Cancer including completion of the application form, schedule for site visit activities, preparation of summary of surveyors' comments and recommendations following visit.
- Develops budget projections for Cancer Registry outlining plans for future activities and expenses in terms of cost.
- Presents budget documents to required Administration.
- Demonstrates fiscal accountability and responsibility.
- Regulates and guides staff use of resources.
- Participates in all Illinois Department of Public Health audits, including the annual case finding audit, death index audit and others as notified by IDPH.
- Participates in all American College of Surgeons Commission on Cancer special studies.
- Performs quality assurance studies to ensure accurate abstracting and coding and to ensure that high quality cancer data is available for hospital use.
- Develops and maintains a procedure manual that documents all Cancer Registry operations ensuring that functions are performed consistently throughout the Registry.
- Develops and updates job descriptions for each job code within Cancer Registry.
- Monitors electronic timecards for Cancer Registry employees.
- Identifies, develops and executes specific Cancer Registry project management plans.
- Keeps abreast of current knowledge, trends and developments in Oncology, Cancer Registry Operations and Cancer Program management in order to provide adequate/pertinent cancer incidence and management information to staff and Cancer Committee.
- Maintains continuing education credits as required by the National Cancer Registrar's Association (NCRA).
- Instructs students enrolled in Health Information Technology Program in all aspects of the Cancer Registry operations.

- Education: Bachelors Degree Required
- Experience: 5+ Years of Cancer Registry abstracting experience
- Unique or Preferred Skills:
- Demonstrated expertise in oncology data collection, management, analysis and report writing.
- Ability to exercise independent judgement and make sound decisions to assure compliance with the American College of Surgeons, Commission on Cancer Standards. High degree of attention to detail is required.
- Excellent verbal and written communication skills, excellent working knowledge of computer software including cancer registry program, word processing,
- Excel and graphics, strong organizational skills and formal project management skills for planning and development of multiple projects and maintaining accountabilities, excellent Human Relations skills including leadership, team building and diplomacy in working with physicians, peers and staff.
