Candidates applying for Utility Foreman need specific state certifications with applicable years of experience to qualify. To be eligible, candidates must currently possesses a Colorado Class A commercial driver's license. Requires one of the following certifications at the time of appointment: State of Colorado Wastewater Collection Class IV certification, State of Colorado Water Distribution Class IV Certification, OR State of Colorado Water Treatment Class A Certification.
The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant's education, experience, knowledge, skills, and abilities, as well as internal equity. The range listed reflects the entire range and typical placement is entry to mid-range.
In addition to the duties of the utility technician- senior position oversees assigned employees in the field while completing general maintenance of the sanitary and storm collection including but not limited to jet cleaning and video inspection of sanitary and storm lines, service line locations, cleaning debris from storm inlets, maintenance of pumps for sewage lift stations, overlay manhole adjustment, storm inlet repairs, SCADA alarm diagnosis, flow monitoring data collection, point repairs, and inspection of grease and sand traps. Enforces safety and CDL policies and procedures.

Essential Functions / Knowledge, Skills and Abilities

ESSENTIAL JOB FUNCTIONS
Oversees co-workers in field maintenance operations including but not limited to video inspection and cleaning of the sanitary and storm sewer systems, cleaning debris from irrigation and storm lines, maintenance of pumps for sewage lift stations, storm inlet repairs, SCADA alarm diagnosis, flow monitoring data collection, point repairs and inspection of grease and sand traps. Oversees employees in the field while performing maintenance of the sanitary and storm collection systems to insure unobstructed flow and discover any maintenance or repair needs. Communicates with utility supervisor and utility system technicians to discuss work assignments. Coordinates with utility supervisor in the planning, orders of supplies, scheduling repairs, and directs the completion of assigned work programs for the Section. Recommends to supervisors work plans and schedules, infrastructure replacement, equipment and hand tool needs and priorities. Completes productivity reports. Addresses and handles customer service calls on the system, including inspecting and cleaning city mains, checking for proper flow and discusses potential mitigation with customers. Operates assigned equipment and hand tools, including but not limited to combination jet/vacuum trucks, television inspection vans, tandem axle dump truck with trailer, backhoe, front-end loader, skid steer, mechanical rodding truck, coring machine, flow meters, portable bypass pumps, forklift, jackhammer, air tester, air blower, pole camera inspection equipment, seesnake service line camera, sonde locator and snow removal equipment. Arranges for repairs of equipment. Performs shop and yard maintenance. Responds to emergency situations, whether in the regular workday or after hours. Carries a contact beeper or cell phone for response to after-hour emergency calls to assist customers as assigned by Wastewater Superintendent. Responsible for all training relating to the testing and acquisition of a Colorado class A commercial driver license within the division. Monitors and orders material inventory. Develops specifications for purchase of new and replacement equipment and materials. Utilizes appropriate personal protective equipment for self and enforces safety and CDL policies and procedures for assigned employees in the field. Completes required training units as approved by the State of Colorado to maintain certification to meet City of Arvada policies. Possesses and maintains Colorado class A commercial driver license. Possesses a valid Colorado class IV wastewater collection certification. Provides field training including safety, equipment operation, and maintenance procedures. Possesses and maintains railroad certifications. Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City. Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service. Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers. Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Advanced knowledge of public works and water wastewater and stormwater systems construction, operation and maintenance. Advanced knowledge of the use of equipment used to maintain wastewater and stormwater systems. Advanced knowledge of computer hardware and software to maintain record systems. Develops database applications. Advanced knowledge of city safety and CDL policies and procedures. Proficient knowledge of city engineering specifications and meter accuracy standards. Proficient knowledge of city traffic control standards . Advanced knowledge of flagging, signing and coning procedures, possession of flagging certification. Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner. Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.
SCOPE OF AUTHORITY: Receives general direction from the utility supervisor. Assists the utility supervisor in establishment of weekly priorities. Generally expected to evaluate and respond to new situations that require immediate attention. Fieldwork is completed independently and given latitude to oversee specific situations that require immediate attention. Oversees employees in the field. Provides input and feedback on employee evaluations. Reports program status to the utility supervisor on a regular basis. Financial Accountability: Makes recommendations to supervisor for budget allocations pertaining to field operations. Purchases inventory and maintenance items using city procurement card using own discretion. OTHER FUNCTIONS:

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES: The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. Work is primarily performed in an outdoor environment with low to high noise levels. Physical effort and activities include: strenuous physical work. Heavy lifting, pushing or pulling of objects up to 80 pounds occasionally and/or up to 50 pounds frequently. Must be able to access underground vaults, manholes and structures. Exposure to adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, and dust, noise and dangers of working around construction sites. MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE): High school diploma or GED equivalent plus five (5) years public works construction and maintenance experience. Possesses and maintains Colorado class A commercial driver license. A valid Colorado driver's license and acceptable driving record is required. Requires one of the following certifications at time of appointment: State of Colorado Wastewater Collection Class IV certification OR State of Colorado Water Distribution Class IV Certification OR State of Colorado Water Treatment Class A Certification.
