SUMMARY

The Deputy Director of Intergovernmental Affairs serves as a key liaison between Montgomery County and external governmental and policy-making entities at the local, state, and federal levels. This position plays a critical role in advancing the County's priorities, fostering strategic relationships, monitoring legislative developments, and advocating for the County's interests. Reporting to the Director of External Affairs, the Deputy also supervises the Intergovernmental Affairs Manager, ensuring cohesive and effective intergovernmental strategies.


ESSENTIAL DUTIES AND RESPONSIBILITIES

* Develop and implement comprehensive strategies to strengthen relationships with elected officials, government agencies, and key stakeholders at the local, state, and federal levels.
* Supervise and provide guidance to the Intergovernmental Affairs Manager, fostering a collaborative and results-driven team environment.
* Monitor, analyze, and report on legislative and regulatory developments that may impact Montgomery County's operations, funding, and priorities.
* Advocate for the County's policy objectives through direct engagement with legislators, government agencies, and other stakeholders.
* Collaborate with County departments and elected officials to craft and advance legislative priorities and policy positions.
* Serve as the primary representative for Montgomery County in intergovernmental meetings, hearings, and forums, articulating the County's positions and gathering critical information.
* Build and maintain relationships with external stakeholders, including advocacy groups, nonprofits, and industry associations, to align efforts and leverage shared resources.
* Prepare and deliver briefing materials, talking points, and presentations for County leadership on intergovernmental matters.
* Work with communications teams to develop messaging that supports legislative and advocacy goals.
* Maintain detailed records of legislative activities, advocacy efforts, and outcomes, providing regular updates to County leadership and stakeholders.
Education and Credentials
*Bachelor's degree in political science, public administration, law, or a related field (Master's degree preferred).


QUALIFICATION REQUIREMENTS

* Deep understanding of government structures, legislative processes, and policy development at all levels.
* Strong analytical and problem-solving skills for evaluating legislation and policy proposals.
* Exceptional interpersonal and communication skills, capable of engaging with diverse audiences and building consensus.
* Political acumen and strategic thinking to navigate complex political environments effectively.
* Proven ability to manage multiple projects, deadlines, and stakeholder groups simultaneously.
* Commitment to equity, diversity, and inclusion in all aspects of work.
* Valid driver's license and reliable transportation for off-site meetings.
* Flexibility to attend meetings or events outside of regular business hours, as needed.


PHYSICAL DEMANDS

* Light physical effort with intermittent sitting, standing, and walking.
* Comfortable working conditions but with some exposure to stress from problem-solving and liaising across departments and communities.
