SUMMARY

The Deputy Administrator will work closely with the Performance and Planning Administrator to develop and implement a performance management framework for the Department of Health and Human Services.

This position is situated in the Office of Strategy Management (OSM) in the Department of Health and Human Services which uses a person-centered, holistic and integrated approach to collaboratively provide an accessible network of resources that support Montgomery County residents. As part of OSM team, the Administrator works collaboratively with all other HHS Offices. Work is performed with a high degree of independent administrative judgment.

Additional responsibilities include program and policy development, Chair of the Health and Human Services Monitoring Committee, supervision of Performance and Planning Specialists, attendance at the Cross Team Collaboration Meetings, performance evaluations, implementation and monitoring of state and federal mandates and regulations, and other administrative duties. Completes all other tasks as assigned by Administrator of the Offices of Performance and Planning,


ESSENTIAL DUTIES AND RESPONSIBILITIES

Reporting to the Administrator of the Office of Performance and Planning (OPP), the Deputy Administrator:

* Effectively builds, maintains and leads a positive, high-performing, outcomes-driven team through effective recruiting, training, performance management, coaching, team building and succession planning.
* Supervise and mentor a team of monitoring and oversight staff, ensuring that they perform their duties effectively.
* Set performance goals, conduct evaluations, and provide professional development opportunities for team members.
* Effectively upholds, cultivates and communicates HHS core values, culture and strategic imperatives, ensuring they are operationalized in all areas of oversight.
* Oversee and ensure that service providers comply with all contractual obligations, regulatory requirements, and internal policies.
* Develops and manages initiatives with measurable outcomes.
* Works with the Offices of HHS to implement valid, reliable, and scalable processes to capture outcomes for use in quality improvement and value-based contracting.
* Demonstrates proactive problem solving and ensures management of issues and trends.
* Maintains alignment with the Office of Strategy Management and Program Offices.
* Other duties as assigned.

SPECIALIZED DUTIES AND RESPONSIBILITIES
* Assists in the design, development, maintenance and implementation of the Departments Performance Management Framework, to include standardization of monitoring/oversight activities and workflows.
* Development of internal control process to monitor HHS adherence to approved workflows and procedures, as well as develop the staff compliment to assure its implementation.
* Work closely with the Office of Finance and Administration to ensure coordination across offices as it relates to contractual obligations, scopes of work implementation and fiscal monitoring practices .
* Chairs the Health and Human Services Monitoring Committee.
* Facilitate intra-office monitoring and coordination meetings.
* Assist Administrator of Performance and Planning in the implementation of the HHS Data Governance and Data Integration activities.
* Development, implementation and maintenance of the office Operations manual, policies and procedures and workflows.
* Review and evaluate the performance of service providers through data analysis, site visits, and feedback collection.
* Identify areas for improvement and work with OPP Staff to develop and implement corrective action plans.
* Support various HHS offices with provider oversight, continuous Improvement activities and performance based contracting solutions.
* Performs data collection and compilation, design data models and performs data analysis.
* Identify potential risks associated with provider performance and take proactive measures to mitigate them.
* Provides support and administration of data maintenance activities, workflow processes and related applications in support of the department-wide data integration program.
* Prepare technical documentation including data specifications, user requirements and procedures as needed.
* Serve as a resource for providers, offering support and advice to help them meet organizational expectations.
* Facilitate regular meetings with providers to discuss performance, address concerns, and communicate changes in policies or procedures.
* Act as the Office point of contact for dynamics projects and improvements.
* Provide supervision of Performance and Planning Staff, inclusive of individual and group supervision.
* Attendance at meetings as needed or required.


QUALIFICATION REQUIREMENTS

* Bachelor's degree in human services or related field, Master's preferred.
* Must have 3 years' experience in one or more health and human service areas.
* Must have experience with provider/vendor oversight, compliance and fiscal monitoring practices.
* Must be proficient in data analytics and business intelligence software.
* Supervisory experience preferred.
* The ideal candidate will have excellent communication skills, both written and verbal.
* Possess a collaborative ethic for working with teammates to solve problems and experience troubleshooting end-user issues.
* Possess organizational skills with the ability to multi-task, prioritize and meet deadlines.
