Job Announcement

The Facilities Management Department is seeking an experienced IT professional to manage and maintain a range of technical information and resources for the agency as it relates to IT. This position is expected to successfully resolve problems in a team-based environment, balance multiple priorities and tasks to meet established deadlines. Performs advanced-level analytical and technical work in support of the agency's information technology needs. Supervises the agency's internal information technology team that identifies, locates, acquires, and manages retention of information. This position is responsible for the data analyses and strategic planning recommendations of the maintenance work order system, Nuvolo, as it relates to the performance of the Facilities Management Department's Operations Division. Works under the general direction and supervision of the Facilities Management Department (FMD) Director.

Responsibilities Include:

  • Evaluating, planning, and coordinating technical support for systems software and hardware needs of all department staff, specifically the maintenance work order system, Nuvolo, along with other systems as they relate to facilities management.
  • Coordinates and executes all maintenance and updates of systems software, data, and licenses within the department, such as Nuvolo, Bluebeam, AutoCAD, and other systems as they relate to facilities management and maintenance .
  • Collaborates with county agencies such as Department of Information Technology, Department of Procurement and Material Management, as well as FMD Finance, to acquire goods and services in support of technology-based information.
  • Performs advanced-level analyses of facilities related maintenance data quality and data trends to ensure representations are timely and accurate; organizes, analyzes, and reports data on preventative maintenance, corrective maintenance, on-demand, and non-building related work orders
  • Maintains system safeguards to identify and mitigate risks.
  • Coordinate with the Department of Information Technology to provide staff with respective computer devices and peripherals within a managed inventory; coordinates with agency HR for all equipment as it relates to hiring actions
  • Implements and oversees required IT security measures.
  • Participates directly in strategic planning initiatives for the department's operations and performance and supports labor relations activities and collective bargaining items for the agency head and managers.

Note: The assigned functional areas of the position are: strategic planning, data analysis, and Information Technology maintenance and security.

Required Knowledge Skills and Abilities

  • Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;
  • Considerable knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. personnel, budgeting and financial management, contract administration and management);
  • Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
  • Ability to identify possible solutions for solving business problems;
  • Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
  • Ability to supervise and train staff;
  • Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Driver's License.

PREFERRED QUALIFICATIONS:

  • At least 2 years of experience managing active performance of facilities maintenance management software; experience with Nuvolo or ServiceNow is a plus.
  • At least 2 years of supervisory experience within the functional area of Information Technology.
  • Proven experience working with computerized building asset inventories including the scheduling and frequencies of asset maintenance.
  • Knowledge of data analysis methodology development and implementation.
  • Proven ability to establish collaborative relationships with technology experts such as senior enterprise architects, facility managers, executive managers, and other professionals.
  • At least 3 years of professional experience in functional areas of facilities management, data analysis and project management.
  • Proven ability to operate in a team environment, identify key priorities as delegated and assign priorities in delegating.
  • Proficient in Microsoft 365.
  • Well organized with project management skills.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a driving records check, and, a credit report check to the satisfaction of the employer.

This position is considered "essential personnel" and will be required to report to work regardless of the emergency situation (weather, transportation, other disaster).

PHYSICAL REQUIREMENTS:
Able to lift 25 pounds. Able to operate computer, electronic equipment and measuring devices. Manual and visual dexterity, able to discern color, able to bend, stoop, crawl and access tight spaces.
Standing for considerable periods of time. All duties performed with or without reasonable accommodations.
