We are searching for a resourceful, compassionate, mission-driven individuals with strong leadership, organizational, and communication skills to supervise a team of three to six Housing Specialist II's in assigned housing programs within the Rental Assistance Division.

Staff in the Rental Assistance Division continuously interface with a variety of internal and external customers - co-workers, senior leadership, program participants, advocates and social workers, property owners, third-party management agencies and federal field offices - requiring poise, professionalism, the ability to creatively problem-solve, and reliably interpret and clearly explain complex federal, state and local policies to various audiences. Drawing on the experience of staff, feedback from customers, and industry best practice, HSS III's also work closely with unit managers and division directors to develop policy and procedure. In addition to providing regular, direct supervision that supports the performance and skill development of staff, they may assist with caseloads, as needed, participate in hiring panels, facilitate staff training and team building, and participate in cross-division working groups.
This position utilizes leadership and organizational skills to manage and monitor the day-to-day workload and drive performance of their teams. Supervisors at this level are responsible for routine reporting and reconciliation in multiple systems, which could include Public and Indian Housing Center (PIC), Enterprise Income Verification System (EIV), Integrated Disbursement and Information System (IDIS), Homeless Management Information System (HMIS), Yardi, Housing Pro to ensure compliance with federal, state and local regulations, measure performance in accordance with HUD and division goals, and report outcomes.
Note: Multiple positions within the Rental Assistance Division may be filled from this recruitment including program areas of - State Supported-Housing Programs; Intake and Occupancy; Continuing Eligibility for Special Purpose Vouchers.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in sociology, counseling, psychology, public or business administration or a related field; plus, four years of experience in the field of human services, Choice Voucher, real estate, homeownership, relocation, or property management.
CERTIFICATES AND LICENSES REQUIRED:
Contingent upon area of assignment, some positions within this class may require one or more of the following: Public Housing Manager; Housing Choice Voucher Occupancy Public Housing Occupancy Specialist/Senior Specialist; Limited Income Housing Tax Credit Housing Credit Certified Professional- Specialist; Housing Quality Standards; Uniform Physical Condition Standards Inspector.
For those areas requiring any or all of the above certifications, appointees are required to obtain the required certifications within 18 months from date of hire.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight.
Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the hiring agency.
PREFERRED QUALIFICATIONS:
- Excellent organizational and interpersonal skills.
- Clear and concise oral and written communication skills.
- Experience working in Housing Choice Voucher, Public Housing, and Project-Based Voucher programs at a Public Housing Authority.
- Familiarity with the principles of Moving to Work initiatives.
- Experience with HUD's EIV and PIC Systems.
- Experience using systems and databases, including but not limited to Yardi Voyager, SharePoint and Microsoft Office Suite (Outlook, Word, Excel, Publisher and PowerPoint).
- Demonstrated record of establishing and maintaining effective working relationships with internal and external stakeholders.
- Progressive responsibility related to directly supervising, managing and developing a team of professionals.
