We are seeking a Lead Leased Housing Program Representative who will be responsible for providing information and assistance to participants of the Housing Choice Voucher Program and housing providers concerning eligibility and program requirements, the provision of services, and (subsidy) administration. The position maintains a (participant) caseload and the corresponding documentation in compliance with program regulations. The position supports the mission and objectives of the Leased Housing programs through the delivery of professional and knowledgeable services to the community.

Duties and Responsibilities:



  • Oversee Leased Housing Program Representatives
  • Assist with program orientation and on-going compliance training of program reps
  • Monitor quality assurance and compliance in collaboration with Manager of Quality and Compliance
  • Participate in weekly and monthly supervision meetings with Program Reps and Program Director
  • Assist Participants and Housing Providers with all procedures necessary in maintaining their program participation, including recertifications, relocation and leasing, processing timely rent increase requests, annual and interim income adjustments, changes in family composition, transfers, and other policies or procedures in compliance with EOHLC Admin Plan and CTI policies
  • Educate program participants and housing providers as to the respective responsibilities, regulations and obligations under the program requirements and fair housing laws to avoid violations, damage to property or other issues that could result in eviction, loss of funding eligibility or program participation. Participate in informal hearings to support participant's participation and tenancy
  • Explain program requirements, regulations and procedures to participants and housing providers, as needed
  • Implement and ensure compliance with regulations, policies, and procedures specific to each Leased Housing program
  • Maintain 6-tab tenant files, program documentation, active participant caseload, monitor and track documentation in accordance with policies and procedures and as prescribed by EOHLC Administration Plan and HUD Regulations
  • Enter required data into program database to meet required deadlines
  • Monitor compliance by all parties and follow up on, any/or all program violations in accordance with the EOHLC Administrative Plan
  • Initiate and process participant terminations for failure to comply with program regulations, prepare paperwork and participate in informal hearing process


Basic Qualifications:



  • High School Diploma or equivalent required
  • 2-4 years previous related experience required. Ability to organize details and process information with high degree of accuracy. Timeliness and accuracy are skills essential to this position
  • Familiarity with HUD/EOHLC housing program regulations and eligibility requirements preferred
  • Excellent organizational skills with the ability to manage on-going projects concurrently
  • Collect and analyze financial and other data following guidelines to determine eligibility
  • Proficiency in math, Microsoft Office or similar technology required
  • Sensitivity to the needs of diverse, low income populations. Demonstrated ability to handle emotionally stressful situations and manage conflict
  • Ability to manage several tasks at once
  • Effective customer service, interpersonal and communications skills both verbal and written
  • Required to attend all EIV Workshops, Tracker and EOHLC trainings that relate to the administration of the department functions
