Position Summary

The Manager of Special Rates & Regulatory plays a critical role in achieving CPS Energy's financial objectives and alignment of those objectives with the establishment of fair, non-discriminatory rates that are innovative, address evolving customer needs, and are consistent with accepted rate design principles.

The successful candidate will be responsible for: (1) the overall strategic rate roadmap (2) developing new pricing products that serve various customer segments (3) evaluating industry leading product offerings and financial models (4) originating economic models determining cost/benefit outcomes, (5) engaging with customers, stakeholders, and regulators on rate design proposals , (6) reviewing customer specific charges prepared by other CPS Energy areas to ensure charges are in compliance and authorized by Federal, State or Local regulators, and, (7) supervising cost of service studies.

For new or proposed legislative and regulatory issues the manager will interpret complex regulatory matters and analyze customer bill impacts based on proposed financial scenarios. This will include conducting analysis, modeling financial results, and developing recommendations as well as requesting and receiving approval from company executives, the Office of Public Utilities with the city of San Antonio, Board of Trustees, and other regulators as needed.

Tasks and Responsibilities

  • Develop & maintain a strategic pricing roadmap that addresses evolving customer needs while ensuring full cost recovery for CPS Energy.
  • Design new rates, pricing, and tariffs to serve a variety of customer segments, including residential, commercial, schools, data centers, etc.
  • Assist with the preparation of exhibits and schedules for development of retail rate filing packages, rate applications and ordinances, including responses to requests for information for presentation and approval by CPS Energy Board and San Antonio City Council
  • Presentations related to rate design and cost of service of service studies to internal and external stakeholders.
  • Supervise cost of service analysis activities to ensure appropriate class definitions and cost recovery.
  • Partner with Regulatory group to analyze the effect of Legislative and/or rule making changes.
  • Assist with administrative duties such as budgeting and risk planning, as needed.
  • Responsible for the performance, professional growth, and engagement of direct reports
  • Conduct ongoing training & development for self and others to ensure skillsets remain current.
  • Internal subject matter expert for rate and regulatory issues; regular briefings with senior and executive management; regulatory liaison with state and local regulatory authorities
  • Provide testimony and expertise in connection with CPS Energy rate filings and interventions.
  • Provide resource testimony and support in prepping senior executive management for live testimony. This includes testimony before Public Utility Commission of Texas (PUCT).
  • Lead and provide expertise in strategic evaluation and assessment of business risk and opportunity utilizing complex finance and economic modeling and analysis.
  • Strategic business development - Responsible for the economic analysis of numerous new business ventures with the goal of assessing and leveraging existing assets.
  • Partner to build and evolve CPS Energy People First philosophy in support of CPS Energy goals and initiatives.

Minimum Skills
Minimum Knowledge and Abilities
Strong knowledge of the Texas electricity market.
Strong knowledge of electricity rate design concepts and best practices.
Strong experience creating compelling product offerings for electric & natural gas services.
Entrepreneurial mindset with the ability to identify original opportunities, innovative thought leader.
Experience conducting financial analyses and developing and implementing recommendations/action plans based on those analyses.
Understanding of key financial/accounting concepts including advanced business case analysis.
Leadership (including employee development), innovation, consensus building, and collaboration skills.
Advanced math skills including algebra and statistics.
Outstanding written and verbal communication skills; change agent with ability to influence at all levels of an organization.
Proven ability to work and collaborate with C-Suite executives.
Solution/results oriented with a bias toward action; strong ability to multi-task and prioritize.
Proficient in Microsoft Office including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Must be able to travel, as needed.
Preferred Qualifications

  • MBA in math, finance or related field of study.
  • Strategy consulting experience a plus.
  • Experience preparing and providing testimony in support before regulatory bodies.

Minimum Education
Bachelor's degree in math, statistics, finance, business administration, economics, or related field of study.
Required Certifications
Working Environment
Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi- functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business related events. After hours work may be required.
Physical Demands
Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
