Astrion has an exciting opportunity for a FMS Program Manager for supporting the the Front Office Group of the International Command & Control and Sensors Division (AFLCMC/HBN) , which is within the Electronic Systems Directorate (AFLCMC/HB) and located at Hanscom AFB, MA.

WORK LOCATION: Billerica, MA at HBN Offices

WORK STATUS: Full Time; Salaried; Hybrid

Summary:

Position functions as the Commander's Action Group (CAG) and directly supports the Front Office Mission and the senior leadership of the organization. Position Supports the Program Execution Group, Awards and Decorations, Civilian Time-card Management and special projects will also be required. Support to Country Clearance generation (APACS) for travel as well as executive travel arrangements through the defense travel service (DTS) will be required. Position does not actively work programs, rather it supports the operations of the Division. Position requires significant communications up/down and across the organization to meet needs. Ability to interact with GS Civilian, US Military and International Military required.

Responsibilities:

  • Support and develop various division briefings/schedules of program status and acquisition tasks to senior management. The Contractor shall support Program Acquisition Reviews (PAR), senior level meeting/reviews and IMP/IMS reviews.
  • Extensive background in front office PEG/CAG support supporting all aspects of sound acquisition planning (e.g., industry day, market research, source selection planning, ASP planning, SOO/SOW/PWS writing, RFP planning, RFP document preparation, contract negotiation prep) with a special emphasis on FMS-specific peculiarities (e.g., mandatory use of in-country subcontractors; interface with SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, FDO; TSC)
  • Working level knowledge of LOA data, including manpower requirements, utilizing mandated systems, including but not limited to Security Assistance Manpower Requirements System (SAMRS) and Defense Security Assistance Management System (DSAMS)
  • Capability and willingness to manage overseas travel arrangements and problem resolution
  • Ability to independently and successfully perform as representative (with no decisional authority) for the program office to HQ and other HB Divisions/outside organizations
  • Demonstrated experience in the preparation and support of various program office activities and meetings, to include U.S. Government-internal meetings, case meetings, design reviews, Program Assessment Reviews, Interface Control Working Groups (ICWG), Technical Interchange Meetings, and case reviews
  • Working level understanding/knowledge of customer country customs, etiquette and business practices
  • Working level understanding of the DoD Transportation System as it relates to shipping equipment overseas to FMS customer final destination
  • Working level knowledge of all MS Office products and calendar management
Qualifications:

Citizenship: Must be a US citizen

Clearance: Must hold an active Secret clearance

Education: Bachelor's Degree in a related field and 4 years of experience in the respective technical/professional discipline being performed, 2 of which must be in the DoD OR, High School Diploma with 6 years experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.

Technical Skills

  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of FMS programs
  • Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems and the pursuit of alternative courses of action
  • Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, and plans).
  • Experience in Defense Travel Service (DTS), ATAPS (Civilian Timekeeping) MCT (compliance and inspection) and or Life Cycle Management Program (LCMP) highly preferred
