Position Summary

Performs supervisory office administrative work in directing the utility services function for Prince William Water. The work involves processing permits, certifications, and other actions associated with utility operations and maintaining related records and files. Overall goals are set and the employee determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work. Close contact with the public/customers is required. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.


Position Responsibilities / Essential Job Functions

  • Supervise staff, assign and review work, and take action to adjust work, staffing, and operations to meet requirements. Recommend selection of new employees, train and evaluate staff, and take appropriate action to improve performance when necessary. Initiate actions regarding hiring, transfer, promotion, payroll, leaves, performance, and other personnel actions. Utilization of standard business practices software, including -Cityworks, , Cayenta, Crystal Reports, and Microsoft Office, ADP, ARC GIS
  • Process applications for water and sanitary sewer availability for new accounts and account upgrades; perform typing, filing, copying, mailing, and processing correspondence.
  • Support both internal and external customers with issues regarding service availability, inspection fees, billing issues, consumption, connections, and account information.
  • Analyze and research complicated historical information on property locations for purposes of certification and redevelopment.
  • Develop and implement record-keeping systems, forms, policies, and procedures related to Utility Services functions,
  • Ensure compliance with the organization's policies. Communicate and coordinate policies, practices and procedures as related to utility services within the department, customers and to the organization's management.
  • Coach and set goals for subordinates.
  • Manage difficult customer situations to include complaints as they relate to inspections, certification and utility permitting.
  • Prepare various reports to include engineering activities reports, Local Facilities charges, Permitting and other Cityworks activity reports.-.
  • Maintain files and prepare documentation for yearly compliance and reconciliation review.
  • Collect bond documents from developers, maintain a list of bonded projects for the Towns, issue bond release letters.
  • Responsible to notify developers/customers of pending fee changes, work with IT to ensure fee changes are implemented into Cityworks.
  • Serves as Cityworks power user.
  • Collect utility permit payments. File and track development plans; process development plans and plans. Issue Water and/or Sanitary Sewer Certifications.
  • Process water meter installation and final inspection requests.
  • May be deemed essential at any time.
  • Perform other duties as assigned or required.

Essential Skills and Experience

Essential Competencies:

  • Knowledge of principles and practices of supervision and training; modern office practices and procedures; standard office equipment including desktop personal computers (PCs), scanners, printers, photocopy, and facsimile machines; utility permit, certification, record keeping, and related processes; computer software applications related to assignment; basic mathematics; English usage, spelling, and grammar; appropriate safety precautions, procedures, practices, and regulations.
  • Ability to manage office operations to ensure efficient processing of utility permits, certification, records, and fees; perform office clerical and administrative support work; maintain records and files; perform mathematical calculations; operate computer equipment and software applications related to assignment; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others encountered in the work; organize and prioritize work; follow established codes, policies, and guidelines; perform work following safety regulations, guidelines, and practices.
  • Ability to supervise staff including, but not limited to planning, organizing, scheduling, training, reviewing work, providing feedback, approving timesheets, and conducting performance evaluations.
Minimum Education and Work Experience:
  • High school diploma or GED.
  • At least five years of progressively responsible office clerical and administrative support experience that included processing utility permits, certifications, and maintaining related records.,
  • Or a combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
  • None.
Minimum Lead/Supervisory or Management Experience:
  • A minimum of two years of experience supervising and/or directing the work of others.

  • Physical demands: The work is mostly sedentary with periods of light physical activity. Subject to work beyond the normal scheduled hours of work; to attend evening meetings and work sessions.
  • Work environment: Primary work is performed indoors in a standard office environment. The noise level in the work environment is usually moderate.
