Position Summary

Oversees team members intheconstruction,repair,andmaintenanceofwaterand sanitarysewersystems. Operates motorizedconstructionequipmentsuch asbackhoes, loaders,dumptrucks,high-pressure hydraulicsewer cleaningequipment,and other related construction equipment. Performs utility location work in response to MISS Utility requests. An Experienced Team Leader initiates their daily assignments, follows through on assignments, and use independent judgment and training to take appropriate actions to deal with recurring operational activities. Assumes technical supervisory responsibility for staff assigned to the team. Designated as acting supervisor of Operation Center during the absence of the Collection & Distribution Supervisor. Uses independent judgment, applies critical thinking, and employs the principles of continuous improvement through the Plan, Do, Check, Adjust (PDCA) process to achieve the department's operational goals. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.


Position Responsibilities / Essential Job Functions

  • Supervise, guide, check, inspect, and report on the work of assigned staff engaged in the maintenance, repair, and construction of water distribution and sewage collection systems.
  • Ensure job site safety and interpret plans and system maps for crews.
  • Participate in interviews and recommend the selection of new employees; responsible for job-specific training, performance evaluations, and direct oversight of assigned staff.
  • Collaborate and coordinate with other Divisions in responding to requests to perform field checks and as-built verifications for GIS updates.
  • Receive specific tasks from the Collection and Distribution Supervisor as to location, type, and schedule for completion of maintenance, repair, or construction activities for water distribution or sewage collection systems.
  • Delegate typical routine tasks such as equipment maintenance, vehicle cleaning and servicing, facility maintenance, and/or general house cleaning during inclement weather.
  • Train team members to develop each person's maximum potential through hands-on training or recommending additional formalized training programs.
  • Participate in weekly safety and staff meetings at the Operations Center.
  • Operate heavy equipment such as backhoes, loaders, flusher trucks, diesel or gasoline-driven rubber-tired backhoes/loaders used for excavating water and/or sewer lines for repair, maintenance or construction, snow removal, back-filling or grading, loading dirt, gravel, and other materials as required. Operate high-pressure hydraulic sewer flushing equipment; train and instruct crews in correct operation of assigned equipment.
  • Prepare reports and/or work orders documenting personnel time, monthly metrics, equipment, and materials utilized in completing given tasks.
  • Provide feedback to team members through quarterly, mid-year, and annual performance reviews.
  • Collect data used for preparing work schedules, and reports and answering customer requests or complaints.
  • Manage inventory and place orders for various equipment, materials, and supplies to ensure personnel can accomplish the work.
  • Update current SOPs or assist with writing procedures on new equipment or policies.
  • Provide fire hydrant maintenance and preventative maintenance, valve maintenance and installation, service line excavation, repair, and installation.
  • Perform water meter and meter box installation and maintenance. Lead and assist crews in locating water and sewer lines for contractors, customers, or other utilities that are excavating in areas served by Prince William Water.
  • Regularly service motorized equipment, such as checking and adding oil, greasing machines, and refueling, cleaning, and complying with regular preventive maintenance schedules as directed by Fleet Maintenance. Advise Fleet Maintenance of any problems encountered while operating equipment.
  • Identify areas for process improvements using Plan, Do, Check, Adjust (PDCA). Create and deploy incremental and innovative improvements.
  • Initiate project setup and close-out forms for CIP work. Act as C&D lead for work performed by Unit Price Contractors working for Prince William Water.
  • Participate in the On-Call program.
  • Operate a Prince William Water vehicle.
  • May be deemed essential at any time.
  • Perform other duties as assigned or required.

Essential Skills and Experience

Essential Competencies:

  • Knowledge of principles and practices of supervision, work scheduling, training, and performance evaluation.
  • Knowledge of repair, maintenance, and construction methods and techniques used in daily activities when operating and maintaining a large urban water distribution and sewage collection system.
  • Knowledge of occupational hazards encountered in underground utility excavations, including proper utilization of equipment, materials, and personnel.
  • English usage, spelling, grammar, punctuation, and general mathematical principles.
  • Appropriate safety precautions, procedures, practices, and regulations particularly as related to confined space entry.
  • Defensive driving and equipment operation; traffic laws, ordinances, and rules involved in traffic control and truck and equipment operation.
  • Basic computer software applications as they relate to utilities construction, maintenance, repair, and emergency notification response software
  • Ability to work with minimum supervision; layout and assign the work of subordinates; lead others in the work; perform work following safety regulations, guidelines, and practices; care for and maintain tools, equipment, and vehicles.
  • Ability to recognize hazardous traffic situations that will affect the job site area; understand and carry out oral and written directions; respond to after-hour emergencies in the maintenance and repair of the collection and distribution systems; work overtime as needed.
  • Follow established codes, policies, and guidelines; establish and maintain cooperative working relationships with all levels of employees and customers; prepare written reports; and interact with the public, authoritatively and courteously.
Minimum Education and Work Experience:
  • High school diploma or GED.
  • At least four years of progressively responsible experience in the maintenance, repair, and construction of water distribution and sewage collection systems.
  • Or a combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
  • Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
  • Valid Class A Commercial Driver's License (CDL) with Tanker endorsement upon hire or required to obtain and maintain within 120 days of employment in this position.
  • Valid Medical Examiner's Card from passing a Department of Transportation (DOT) Physical upon hire or required to obtain and maintain within 120 days of employment in this position.
  • Must pass air brakes knowledge test.
  • Valid Forklift Operators Certification upon hire or required to obtain and maintain within 90 days of employment in this position.
  • Valid Virginia Department of Transportation (VDOT) Basic Work Zone Traffic Control Certification upon hire or required to obtain and maintain within 90 days of employment in this position.
Minimum Lead/Supervisory or Management Experience:
  • Supervises and directs the work of others.
