The State Highway Administration's (SHA) District 7-Construction Division is currently recruiting for a Project Engineer (Transportation Engineering Technician IV) in Carroll, Frederick, and Howard Counties. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work:

The main purpose of this position is to serve as a Project Engineer on a medium size or moderately complex road or bridge construction project, as an Assistant Project Engineer on a large or complex project, or as a fully proficient inspector under the supervision of a higher-level technician on a highly complex project. The incumbent may also function as a permit inspector, responsible for issuing, inspecting and providing technical direction regarding utility, district office, residential access, commercial access, lane closure, and retrofit sidewalk permits.

Qualifications

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.

Selective Qualification: Two and a half (2.5) years of the required experience must have been in construction or maintenance inspection.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Erosion & Sediment Control RPC and Yellow Card
  • Pavement Markings Certification
  • Temporary Traffic Control Manager Certification
  • OSHA 10- or 30-hour Certification


Notes:
1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.
2. Applicants who possess an Associates Degree in either Engineering, Construction Management or Surveying or Surveying Technology from an accredited community college, college or university are considered to have met two years of the five year experience requirement.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the State of Maryland with less than four (4) points.

Candidate must obtain QA/QC certification for Soils, Concrete and Hot Mix Asphalt by the end of the probationary period.
