DESCRIPTION

The Maryland Transit Administration is recruiting for an Assistant Chief Safety Officer - Bus/Mobility Operations (Ops). An Assistant Chief Safety Officer - Bus/Mobility Ops provides safety leadership in all facets of MTA's bus, commuter bus, and mobility (paratransit) transit modes. This position impacts MTA's organizational success by

  • Participating in setting agency safety goals for bus/mobility operations
  • Assist in performing safety event investigations, safety campaigns, and safety inspections
  • Managing safety committees, hazard management, and interagency/interdepartmental coordination on bus/mobility operations safety
  • Assist in planning and participating in emergency response drills.

This role manages and supervises a team that includes four safety officers and reports directly to the Chief Safety Officer and the Deputy Chief Safety Officer - Operations within the Office of Safety Management and Risk Control.

Other essential duties include but are not limited to:

Assigning, overseeing, and tracking work performed by safety consultants to ensure the successful completion of bus/mobility safety projects.

Responding to event scenes to conduct interviews, document scenes with photos, and write investigation reports as needed.

Monitoring and evaluating the safety performance of the bus/mobility operations utilizing safety event data and key performance indicators.

Participating in safety hazard management including analyzing the severity and probability of hazards and providing resolution or mitigation recommendations as needed.

Coordinating with and supporting the Deputy Chief Safety Officer for SMS in managing the four components of safety management systems: safety policy, safety assurance, safety risk management, and safety promotion.

Performs Job Safety Analysis (JSA) and Job Hazard Analysis (JHA) to ensure a safe working environment for employees.

Qualifications

Education: A bachelor's degree from an accredited college or university.

Experience: Six years of experience in administrative or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

The ideal candidate will be a successful team-builder and change agent, with at least (3) three years of safety experience in mass transit or a related field.

Notes:

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

4. This position may be called upon to perform duties 24/7 including nights, weekends, and holidays.

Licenses & Certifications

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland at the time of hire.

CPR/AED Certification must be obtained within 1 year of hire.

Public Transportation Safety Certification training must be obtained within 3 years of hire.
