About the Department
North Carolina State University Transportation Department (NC State Transportation) is a receipts-supported auxiliary within the Office of Finance and Administration responsible for parking and transit services, managing 20,000 parking spaces, maintenance and operation of 10 parking decks, enforcing parking regulations, parking citation review and appeal and administration of a 10-route transit system serving over 2.7 million riders per year.
Essential Job Duties
The Parking Services Manager maintains the day-to-day integrity of a complex multi-campus parking system that generates more than $7.5M in annual revenue. Primary duties of the Parking Services Manager include, but are not limited to:


  • Financial Management: Develop, manage, and forecast parking services budgets, including revenue and expense projections.

  • Permit Administration: Develop, manage and plan all aspects of parking permit processes and distribution (multi-year, annual, monthly, daily, and virtual) while ensuring ADA compliance.

  • Software Oversight: Manage parking software systems (AIMS, TIBA, Parking Logix, ParkMobile) for visitor parking management, permit distribution and management, performance analysis and revenue collection.

  • Community Engagement: Create and present presentations, training and support to both employee and student campus groups and organizations (Inter-Residency Council, Graduate School, New Student Orientation, QuickStart, Student Government).

  • Strategy Development: Design, develop, and implement new and enhanced parking strategies to optimize parking resource efficiency and address campus parking needs. This includes balancing the needs of employees, students, departments, visitors, events and construction.

  • Team Leadership: Supervise, train and ensure continuing education for a nine-member customer service team. This team includes:

    • Four full-time Customer Service Representatives who serve as the primary contact for the day-to-day customer service operations in office, via phones and via email.
    • One full-time Event Parking Coordinator who serves as the primary contact for planning, coordination and execution of campus events that will impact parking: generating approximately $500,000 in revenue annually.
    • Four part-time student Customer Service Representatives who serve as the primary point of contact for the Visitor Information Center (VIC) on North Campus.




  • Customer Service Excellence: Ensure Transportation maintains the highest quality service standards by providing excellent customer service for internal and external customers, staff, and students. This includes training as frontline customer service with the ability to answer phones/emails and perform cashier duties, providing the opportunity to assist customers if the workload is beyond employee capacity.

  • Policy and Planning: Think strategically, interact with multiple disciplines and collaborate with the campus community to develop short and long-term operational strategies to mitigate the loss of parking and address future campus needs.

  • Parking Permit Expertise: Serve as the expert on all things parking permit related when participating in senior level decision making, working with the campus community, communicating with customers and managing the Parking Services team.

Qualifications


Minimum Education and Experience
  • Bachelor's Degree in Business Administration, Public Administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications

  • Position must have the ability to interpret and communicate policies to all customer types and make exceptions based on changing conditions and or modify policies as it becomes necessary based on changes in parking strategies or business needs and trends.
  • Ability to evaluate historical data to project future trends, including known events that will change the parking habits on campus. Example: opening of new library, housing, departments or colleges relocating, and construction projects.
  • Ability to analyze reports and anticipate developing trends, collect data, and collate in a format that may be presented to upper management.
  • Must have a basic understanding and knowledge of other departments on campus (i.e. Human Resources, Housing, Facilities, Registration and Records, Student Conduct, Athletics, Graduate School, and Academic units) and how they relate to Transportation.
  • Technological knowledge includes proficiency in AIMS parking software, knowledge of TIBA access control software, IRIS pay station and ParkMobile parking, or similar parking programs. Proficiency in Word, Excel, PowerPoint, Access, Microsoft Project, and Visio or similar products.
  • Must skillfully take the lead on projects and facilitate improvements, resolve complex issues, and meet deadlines in high stress situations.
  • Ability to meet in informal or formal settings and represent Transportation to varied groups.
  • Ability to collaborate with University Partners and University Corporate partners in determining parking needs or changes.
  • Ability to determine best use of staff or resources and make recommendations to assign tasks to employees and monitor progression.
  • Skill set to mentor, coach, and manage the total competencies of staff. Ability to communicate and collaborate internally and externally.
  • Must have excellent written and verbal communication skills.
  • Must maintain a high level of professionalism and possess strong customer service skills showing clear communication, attentiveness, patience, and knowledge of Transportation policies and procedures.

  • Event experience is a plus

  • A valid North Carolina Drivers license or the ability to obtain one within 60 days of hire, must be maintained as a condition of employment.
