Job Summary

The Learning and Development Specialist, Senior partners and consults organization wide in maximizing talent development and career pathways at all levels aligned to competencies, mission, values, and strategic initiatives. Utilizes adult learning theory and principles in advanced eLearning design, course design, facilitation, and learning solutions at all stages of development including assessment and evaluation for effectiveness aligned to organizational strategy and competencies. Consults across the organization with subject matter experts to contribute to learning strategy and advance learning methodology and outcomes. This role functions in all key areas of the team with broad expertise including learning governance, learning management system, and instructional design. Partners or leads projects in talent planning, evaluation of learning outcomes and organizational development.

Essential Responsibilities

Learning and Development



  • Collaborate with OD & L team, leaders, and training roles across departments to advance development of talent at all levels aligned with mission, values, and competencies to support organizational success.
  • Design, plan, and facilitate learning solutions for all levels of employees using advanced instructional design methods and adult learning theory to support of organizational strategies, individual development and compliance.
  • Create learning and development pathways, curriculum, and resources that reinforce organizational goals and build CareOregon's Core Competencies.
  • Partner across organization to create and ongoing development of career pathways and skills-based development programs.
  • Support teams with skill gap analysis and provide recommendations for development plans.
  • Assist with the development and optimization of the Workday Talent and Learning platforms to make talent development strategies accessible to the organization.
  • Completes needs assessments and environmental scans to design meaningful learning solutions addressing learning or competency gaps, utilizing best practices.
  • Consult and partner with department subject matter experts to create visual, audio, and interactive learning opportunities and resources advancing department and individual learning needs ensuring alignment to organizational learning strategy, governance, competencies and desired outcomes and include advanced learning design principles.
  • Ensure organization wide courses align with mission, values, competencies and strategy supporting equity, diversity, inclusion, and sense of belonging in the organization.
  • Utilize analytics to evaluate employee progress and effectiveness of learning program design, outcomes, and return on investment to improve value and link learning to strategy and business decisions.
  • Review existing, purchased, and available content, making a collaborative determination to ensure the right development, in the right format, for the right groups, at the right time.
  • Function as liaison between CareOregon and outside vendors/suppliers as needed to develop, implement, or deliver comprehensive learning resources.
  • Stay informed about available resources for specific topics and collaborate with leaders to determine the optimal balance of internal and external resources for gathering content, program delivery, and assessment.
  • Partner or lead components of learning governance, learning management system and other learning structures such as style guides. Encourage professional effectiveness through continued education and professional development.


Change Management



  • Support understanding and learning outcomes to achieve organizational ability to take on new initiatives.
  • Partner with OD Specialist on additional support for change and reduce resistance.

Experience and/or Education

Required



  • 5 years' experience of advanced eLearning and instructor led instructional design.
  • 5 years' experience in assessing, designing, delivering, and evaluating comprehensive learning programs, strategic talent development aligned to instructional design and adult learning theory.


Preferred



  • Degree in education, HR, OD, or equivalent experience with advanced learning in instructional design/adult learning principles



Knowledge, Skills and Abilities Required

Knowledge



  • Advanced knowledge and application of organizational behavior theories and practices, adult learning methodology and instructional design of interactive eLearning and instructor led programs that are sustainable, measurable, and sensitive to diversity


Skills and Abilities



  • Advanced instructional design and facilitation skills
  • Expert proficiency with various multimedia tools and software (e.g. Articulate, Captivate, or other similar eLearning authoring tools)
  • Skilled in using ADDIE, SAM or similar adult learning instructional design process
  • Ability to apply principles of organizational change
  • Ability to gather and interpret data
  • Advanced technology skills in Articulate 360 or other eLearning authoring tools, MS Office (Teams, Word, Excel, PowerPoint, Outlook) and working knowledge of learning management systems (LMS), HTML and video editing and video screen capture applications
  • Skilled in facilitation and consulting skills
  • Ability to guide and influence individuals, managers, and senior leaders with excellent interpersonal, verbal and written communication skill
  • Able to perform effectively as a collaborator; values the ideas and opinions of others and routinely collects their input as part of decision-making processes
  • Able to work well under pressure in a complex and rapidly changing environment
  • Able to function autonomously and effectively set priorities to manage projects on time and within budget
