The Port of Portland is Hiring for a Emergency Program Specialist Planning & Organization!

You'll coordinate Port-wide emergency planning, including the FAA-mandated Airport Emergency Plan (AEP), and develop strategies for prevention, preparedness, response, and recovery. Supporting the Emergency Manager, you'll oversee the Emergency Operations Center (EOC) program, recruit and train staff, and act as a liaison to local, state, and federal emergency agencies.
Your Role: You'll build partnerships with organizations like the Regional Disaster Preparedness Organization (RDPO), fire departments, law enforcement, agencies, Emergency Management System(EMS) public health organizations, and the Red Cross. Essential Job Duties
-
Ensure program conformity with the National Response Framework (NRF), principles of the National Incident Management System (NIMS) and Core Capabilities guidance. Prepare and provide briefings and written reports to senior Port management and outside agencies. Responsible for the development, composition, and validation of all Port emergency response plans, procedures, and checklists. Explore industry standards, conduct background research, and coordinate multiple stakeholder meetings to gather pertinent information for inclusion in each response plan. Conduct detailed examination of all response plans to ensure compliance with applicable regulations and guidance from local, state, and federal entities to include the Federal Aviation Administration (FAA), Department of Homeland Security (DHS), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration (OSHA). Oversee daily operational readiness of the PDX Emergency Operations Center (EOC), including staffing and management. Make recommendations to the Emergency Manager about strategic planning for the acquisition of additional equipment and resources to enhance the Port's overall emergency response and recovery capabilities. Support training and exercises conducted to enhance the operational readiness of the EOC and the Port's overall emergency response and recovery capabilities. - Develop, implement and manage a process improvement program based upon After-Action Reports/Improvement Plans
From each After-Action Reports/Improvement Plans develop and implement a process improvement program to address desired changes or modifications to plans. Tracking gaps and opportunities to utilize grant funds. Assist with the Public Safety & Security Grant program and grant application process. Ensure maximum utilization of grant opportunities for Emergency Preparedness and Security-related projects. Coordinate the Port response for any applicable disaster reimbursement efforts following an official disaster declaration. Assist with sound fiscal management of Emergency Management operating budget and capital projects to meet budget targets. Administer Veoci software including maintaining current capabilities, developing new capabilities, troubleshooting errors, and providing support to stakeholders who seek Veoci programming support. Work with regional partners to develop and manage a public alert and notification system. Participate in professional organizations related to position, including attendance at conferences. Complete advanced FEMA training programs related to the position such as the FEMA Emergency Management Professional Programs, Planning Practitioner Program, and Continuity Excellence Series.

Minimum Qualifications

Education & Experience:
Bachelor's Business/Public Administration, Emergency Management or related field. OR equivalent combination of education and relevant experience is required. At least 6 (six) years of experience in emergency planning or the equivalent combination of education and/or relevant experience. Advanced knowledge of one or more of the following:
State and federal grant programs, management, and requirements to include 49 CFR 1542; All Port operational areas and associated vulnerabilities; regional natural hazards and airport/office building security concerns. Incident Command System, National Incident Management System, the National Response Framework and Core Capabilities; State and Federal regulatory guidance and standards pertaining to airports, employee safety, fire life safety, and evacuation protocols; exercise design and evaluation.
Certification
Demonstrated Skills & Abilities
Apply knowledge of general administrative principles including goal setting, problem-solving, program and budget development, and implementation. Understanding of aviation security operations, airport operations, and local, state and federal aviation security regulations; Handle sensitive information securely and confidentially. Ability to coordinate and establish and maintain working relationships with a diverse group of stakeholders with competing objectives, and provide sound recommendations to resolve issues; Lead group discussions in an orderly and timely manner; Present excellent written and oral presentation communication skills; Ability to review, write & collaborate on reports, plans, procedures, letters, memos, and email; successfully able to multitask and prioritize under stressful situations; - Operate under the Incident Command System (ICS), and National Incident Management System (NIMS)
Communicate effectively with airport tenants, airlines, and government agencies. Represent the Port and Emergency Management Department at Port, local, regional, and national meetings

SELECTION PROCESS (tentative schedule):
- A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of February 17, 2025.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
