Technical Project Supervisor
Job Summary A Technical Project Supervisor plays a pivotal role in overseeing and ensuring the successful execution of technical services within the Clinical Data Research Consultant team. This position is responsible for communicating new objectives, deliverables, and timelines, developing detailed schedules and milestones, and monitoring progress to ensure alignment with project goals. The Technical Project Supervisor facilitates clear communication, provides regular status updates and detailed reports to senior management, and gathers stakeholder feedback to refine execution. The role builds awareness of CDRC programs across campus. Risk management is an essential aspect, including the identification of potential challenges and the development of proactive strategies to mitigate risks. Comprehensive documentation of projects is also required, including maintaining technical records and conducting reviews to identify successes, challenges, and lessons learned. , This role will supervise CDRC administrative staff and CMS technical roles.
Three technical services fall under the scope of this role. These projects have defined objectives and processes. This incumbent provides direction to staff according to the established processes and management guidance.
The CMS Data Reuse program promotes the reuse of Medicare and Medicaid data for UCSF researchers. The program includes technical infrastructure, contracting support, and community building. The incumbent will be the liaison between researchers and the technical teams to ensure each project has sufficient computing and storage space, appropriate research tools, and timely service and support. The role serves as the official institution data steward for the files we receive from CMS. This includes communicating with the technical teams that support the systems that house the data CMS's security and compliance requirements. The incumbent will provide consulting services in the following areas: study protocol/aims consultation, funding opportunities, appropriate data selections, IRB protocol application development, statistical analysis, and CMS reuse application process, ensuring the recruitment of institutional experts in these individual fields, when needed. The role will be responsible for Data Use Agreement (DUA) lifecycle management services, maintaining the CMS DUA throughout the project lifetime, including personnel changes, data set changes, and amendment submissions. Finally, community building is a large part of this program to ensure new research is supported and projects progress. The role will host work-in-progress meetings targeted to Medicare/Medicaid data user groups and pull in institutional experts to support the study design and progress of presented projects.
The Federated Research Data Broker Program is a structured, compliant, and supported program that aims to guide individuals in decentralized roles at UCSF in extracting, delivering, and sharing clinical research data, including CLARITY data. The program emphasizes the onboarding, attestation, training/retraining, auditing, and escalation/review processes to ensure compliance with Federal Laws and Regulations, Institutional Review Board (IRB) guidelines, UCSF policies and best practices for maintaining data security. This role will work closely with analysts and their supervisors to ensure they have access to the materials and documentation that they need to perform their jobs as it relates to providing data for research purposes. Analysts are expected to reach out to the FReDS program for support and to adopt the prescribed data management and compliance procedures. This role will be involved in the initial planning phase, working closely with stakeholders to define the program's scope, objectives, deliverables, and success criteria, developing detailed roadmaps and project plans, and establishing timelines and milestones. This role will evaluate needs and risks of the programs as analysts begin to enroll.
The Clinical Data Research Consultation program provides person-person support for custom data extraction and reconfiguration services, while ensuring each request meets UCSF's compliance requirements. The team works at a high volume-highly productive pace, managing an intake load of nearly 250 projects and WIP of around 100 projects. Requests range is size and scope. The team prioritizing meeting the needs of each client, including budgetary constraints. This role leads staff billing and invoicing for this program. The role will assess the program's recharge program's effectiveness and make recommended changes to content, policies, and procedures accordingly.
The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $105,900 - $225,900 (Annual Rate). Department Description The University of California, San Francisco (UCSF) Department of Information Technology Academic Research Services (ARS) is chartered to provide data services and infrastructure which supports clinical researchers computing and analytic needs. The Clinical Data Research Consultants group's services include the administration of Data Use Agreements for the reuse of CMS and Medicaid data, customized data extractions from UCSF health systems, a federated data steward program to support compliance and set best practice standards for analysts who access health system data outside of central IT.
Required Qualifications
- Bachelor's degree or equivalent work experience with an emphasis in computer science, data processing, computer information systems, or a related field.
- 5+ years of relevant progressive experience
- Subject matter or technical area expertise preferred.
- Requires conceptual and planning skills.
- Has technical project management knowledge.
- Mastery of best practices in project management discipline is required.
- Has an understanding of how programs relate to other business strategies and initiatives.
- Excellent oral and written communication skills.
- Requires basic knowledge of project management principles, theories, and concepts.
- Broad knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.
- Advanced knowledge of all aspects of computing and communications including hardware infrastructure, networking, software, operations and disaster recovery.
- Requires highly effective organization, supervisory and project management skills.
- Possesses effective written and verbal communication skills to convey technical information in a clear and concise manner.
- Is able to establish priorities, goals/objectives and timelines.
- Demonstrates ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit.
- Works in a collaborative manner to achieve results.

- Demonstrated skill in managing technical staff.
- Professional certification preferred.
