Position Summary (Primary Function)
Provides strategic leadership and administration of the facilities department for GSP Airport District. Manages all airport physical assets including facilities, buildings, utilities, vehicles, equipment, grounds and airfield infrastructure. The Director of Facilities and Asset Management maintains strong relationships across the organization and is highly collaborative and communicative with other departments, tenants and airport users regarding asset management plans and activities. The Director of Facilities and Asset Management also assists and works closely with other District leaders to successfully execute the airport’s Capital Improvement Program. The Director also provides leadership and management on other capital projects and capital purchases within the facilities department through direct reports and team members.
Responsibilities (Essential Functions)
- Ensures a safety-minded culture within the department and supports the District’s safety initiatives throughout the organization.
- Responsible for environmental policy compliance and oversight for the District.
- Establishes policies and procedures for efficient and effective asset management of the District’s physical assets over their entire life cycle.
- Responsible for monitoring trends and analyzing data to make recommendations and decisions related to asset management.
- Develops long term strategic plans for asset management including rehabilitation, refurbishment or replacement when needed.
- Manages through direct report managers and supervisors, employees performing a wide variety of maintenance tasks, including but not limited to, alterations, repair, installations, inspections, custodial and preventive maintenance.
- Responsible for ensuring the supervision of outside contractors hired to perform contract services.
- Monitors facilities, equipment and grounds for maintenance needs; assigns work, inspects work in progress to ensure compliance with safety, plans and specifications, building code requirements and acceptable standards.
- Responsible for the accuracy of payroll and attendance records for the facilities department.
- Responsible for reviewing and approving departmental disciplinary actions.
- Receives and investigates complaints from the public and airport tenants concerning airport conditions and assigns staff to correct the conditions.
- Work with facilities managers and supervisors in the development of preventative maintenance and safety programs.
- Prepares specifications for new equipment and assigned projects.
- Reviews drawings and specifications for all airport construction projects. Assists in monitoring ongoing construction to protect the District’s interests.
- Responsible for the maintenance of airfield runways and taxiways to ensure that the airport is in compliance with 14 CFR Part 139.
- Responsible for the training program for the airport facilities department; evaluates and establishes training requirements needed for the development of facilities personnel.
- Responsible for the preparation and administration of the facilities department operating budget.
- Reviews invoices to ensure expenditures are applied to correct cost centers.
- Responsible for implementing snow and ice removal activities according to the Snow and Ice Control Plan.
- Responsible for hazardous and universal waste management and record keeping.
- Responsible for the compliance of various environmental regulations and management of environmental permits.
- Other duties as assigned.
Education Requirements
- Bachelor of Science degree in industrial maintenance, facility management or a related field or five years of equivalent experience with a minimum of five years with progressively increased levels of management responsibility in a large commercial, industrial, office or public building; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.
- Must demonstrate the desire and willingness to continue training and upgrading knowledge needed to stay abreast of changing technology.
Experience Requirements
- Minimum of seven (7) years of maintenance and/or facilities management experience at an airport or similar facility such as a multi-building campus, educational facility, hospital or equivalent environment. Experience should include maintenance of buildings, grounds, utilities, infrastructure, pavements, vehicles, equipment and construction project activities.
- A minimum of five (5) years with progressively increased levels of management/leadership responsibility in a large commercial, industrial, office or public campus setting.
Knowledge, Skills, and Abilities
- Must be knowledgeable and proficient in standard maintenance procedures and methods.
- Must have a good knowledge of electrical, mechanical and facilities maintenance practices.
- Must have the ability to understand and communicate both verbally and in writing and have good grammar, spelling and math skills.
- Must be able to establish and maintain effective working relationships with airport tenants and users, federal and state agencies, fellow employees, direct reports and supervisors.
- Must be proficient in planning and organizing all aspects of facility maintenance.
- Proficiency in the use of a personal computer is necessary, including skills in Microsoft Word, Excel, PowerPoint, Outlook and Windows.

- This position requires skills in prioritization, organization, verbal, written communications and interpersonal relations, and the ability to manage multiple projects simultaneously.
Supervisory Responsibility
- Supervision of subordinate managers/supervisors, administrative assistant and maintenance personnel, multiple contractors and vendors engaged for District services.

Certifications Required
- None at this time.
- Affiliation with IFMA and Facility Management Professional (FMP) or a Certified Facility Manager (CFM) is preferred.
Latitude/Independent Judgment/Accuracy
- Diligence must be exercised when handling confidential information.
- Reasonable care for equipment/process will prevent injury/damage.
- Responsible for own work but must coordinate work with others.
Working Conditions
- Physical Demand - Must be physically able to use Personal Protective Equipment (PPE) required of the job. Will be exposed to heat, cold, rain, snow and icy conditions. Works near mechanical and electrical equipment, risk of electrical shock. Exposure to flammable, toxic and caustic chemicals. Exposure to heights and may be required to work from ladders and lifts. Must maintain physical fitness pertinent to the work. May be exposed to noise levels greater than 55db.
- Mental and/or Visual Demand - Mental and visual demands are high and vary with function performed. Consistent mental attention is needed to respond safely and efficiently. Frequent work or travel in or near roadways, parking areas, and aircraft ramp areas require constant vigilance of vehicular, aircraft and equipment traffic.
- Attentiveness to work procedure will reduce potential risk of injury in work areas.
- Exposed to normal office environment and normal aviation/industrial environment.
- This position requires uncommon tours of duty to include but not limited to weekends and holidays, and after hours call backs.
Other Requirements
- Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State, and GSP Airport District requirements.
