SUMMARY
-
The Performance and Planning Specialist assists the Office of Mental Health, under the general direction of the Performance & Planning Administrator and Deputy Administrator of Performance, in the monitoring, oversight, compliance, planning, coordination, and implementation of community mental health funded programs.
This position is situated in the Office of Strategy Management (OSM) in the Department of Health and Human Services which uses a person-centered, holistic and integrated approach to collaboratively provide an accessible network of resources that support Montgomery County residents. As part of OSM team, the Specialist works collaboratively with all other HHS Offices. Work is performed with a high degree of independent administrative judgment.
Additional responsibilities include assisting with program and policy development, implementation and monitoring of state and federal mandates and regulations, and other administrative duties. Completes all other tasks as assigned by Administrators/Deputies of the Offices of Performance and Planning and Mental Health.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Reporting to the Deputy Administrator of the Office of Performance and Planning (OPP), the Specialist:
* Effectively upholds, cultivates and communicates HHS core values, culture and strategic imperatives, ensuring they are operationalized in all areas of oversight. * Develops and manages initiatives with measurable outcomes * Works with the Office of Mental Health to implement valid, reliable, and scalable processes to capture outcomes for use in quality improvement and value-based contracting. * Conducts service verification against claims paid and vendor documentation. * Works closely with the Office of Finance and Administration if fiscal discrepancies are found during monitoring activities. * Demonstrates proactive problem solving and ensures management of issues and trends. * Maintains alignment with the Office of Strategy Management and Mental Health. * Other duties as assigned.
SPECIALIZED DUTIES AND RESPONSIBILITIES * Responsible for performance management oversight for all contracted providers of mental health services with provider monitoring, evaluation and site visits of contracted services to ensure program fidelity and/or quality of service delivery. * Works with the Office of Mental Health to develop policies and procedures to ensure program effectiveness as it related to provider monitoring and compliance. * Develops reporting formats and summaries as well as year-end report; reviews regular reports and provides independent analysis and trending of data as well as qualitative reviews. * Work with OMH staff to ensure that work statements are updated annually and monitoring that the provider includes the standards set forth in the work statement. * Works with the OMH, Office of Drug and Alcohol, the Office of Managed Care Solutions, and consumer satisfaction groups develop, review, and analyze and follow-up on recipient perception reporting. * Complete a cost analysis breakdown of services and provide recommendations to the program office. * Fosters collaborative relations between the OMH and contracted service providers through effective communication and timely problem-resolution. * Provides ongoing consultation and technical assistance to service providers. * Attend meetings as assigned. * Other duties as assigned.

* BA/BS in Human Services, or related studies with 1+ years of relevant experience in program monitoring. * Mental Health or Social Services experience required. * Monitoring experience preferred. * Data analysis experience preferred. * Excellent oral and written communication skills. * Ability to network, research and pursue opportunities for partnership. * Experience with public speaking. * Active Driver's license.
