Description

Ricardo Defense, Inc. (RDI) is seeking a highly skilled and motivated Senior Proposal Manager to lead the development of compliant, competitive, and compelling proposals that drive the growth of our U.S. Department of Defense (DoD) Sustainment, Technical Services, Digital Logistics, and Solution Products businesses.

In this pivotal role, the successful Senior Proposal Manager candidate will manage the end-to-end proposal process, ensuring alignment with client requirements, corporate strategy, and industry best practices.

This Senior Proposal Manager position will be located at our Troy, MI office.

Essential Duties and Responsibilities:

  • Manage the end-to-end proposal development process for opportunity bids using Shipley, Miller Heiman, or similar methodologies.
  • Lead cross-functional proposal teams, including capture managers, subject matter experts (SMEs), pricing analysts, and graphic designers.
  • Develop proposal schedules, outlines, compliance matrices, and assignments for proposal teams.
  • Facilitate effective communication and collaboration across the team to meet proposal objectives and deadlines.
  • Write, edit, and review technical, management, and past performance volumes to ensure clarity, consistency, and alignment with win themes.
  • Work closely with capture managers to integrate win themes, value propositions, and competitive intelligence into proposals.
  • Coordinate and lead color team reviews (e.g., Pink, Red, Gold) to assess and refine proposal quality and effectiveness.
  • Ensure proposals are compliant with solicitation requirements (e.g., RFP, RFQ, RFI) and sufficiently address evaluation criteria.
  • Develop unsolicited proposals and white papers to proactively position the company to shape and capture emerging opportunities.
  • Develop tools, templates, and resources to drive quality and efficiency throughout the proposal process.
  • Ensure adherence to ethical standards, company policies, and federal acquisition regulations.
Requirements
  • A Bachelor's degree from an accredited college or university in Business, Communications, English, or a related field; Master's preferred.
  • Ability to obtain and maintain a Common Access Card (CAC), and United States Government Security Clearance if needed. The minimum requirement to obtain a Secret Clearance is United States Citizenship. Only candidates that meet this requirement will be considered. a Minimum of ten years of experience in proposal management and development, with a focus on DoD opportunities.
  • Prior military experience preferred, but not required.
  • Demonstrated success applying Shipley, Miller Heiman, or similar frameworks to best value, multi-volume DoD proposals, to include technical, past performance, management, and cost volumes.
  • Exceptional writing, editing, and organizational skills, with attention to detail and accuracy.
  • Experience leading and managing cross-functional proposal teams in a fast-paced environment.
  • Ability to manage multiple proposals simultaneously and meet tight deadlines.
  • Understanding of federal acquisition regulations (FAR/DFARS), government contracting processes, and DoD acquisition processes, policies, and requirements.
  • Familiarity with all contract types (e.g., non-IDIQ, IDIQ, single and multiple award contracts) and contract structures (e.g., FFP, Cost Plus, T&M).
  • Proficiency with proposal management tools and software (e.g., MS SharePoint/Teams, Adobe Acrobat/Creative Cloud, MS Office Suite, GovWin, Salesforce).
  • Strong interpersonal and communication skills, with the ability to work effectively with diverse teams.
