Spectra Tech, LLC, is currently looking for a Senior Environmental Safety Support Technician to work on a government project at Aberdeen Proving Ground. This position is responsible for the design, development and technical execution of large complex Environmental Advisory Services projects in coordination with the Program Manager. Applies sophisticated technical and management systems analysis methods to define and develop solutions to complex environmental planning, compliance, training, waste management, and hazardous materials management problems and issues. In addition, responsible for determining technical project objectives and selecting or performing/overseeing conceptual and methodological design for project execution.

This position is full-time and onsite at Aberdeen Proving Ground in Aberdeen, MD.

Responsibilities



  • Compile and review reports, databases, and other information which will be utilized by the Government to plot trends of the operations and activities regarding the ARL Safety Program

    • The reports, databases, and other information will include, but not be limited to, information entered into the Government spreadsheets which tracks and provides reports for all occupational safety & health inspection results, mitigations, and guidance for correction


  • Conduct routine and special inspections of ARL research facilities, storage areas, properties and laboratories to ensure compliance with applicable safety regulations and policy

    • Must report any failures to the ARL Government Safety Program Manager


  • Ensure that hazardous materials are properly stored and are chemically compatible

    • During inspections and/or SOP reviews, ensure that incompatible chemicals are not brought together, unless when the experiment is to be performed and immediately returned to separate storage locations
    • Must report any failures to the ARL Government Safety Program Manager


  • Support the preparation, tracking and staffing of concurrences for various SOP, Internal Operating Procedures (IOP) and guidance documents related to ARL program operations

    • Must track bi-annual reviews of all SOPs ensure completion within prescribed timeframe as determined by the ARL Safety Officer (Occupational Safety and Health Officer)
    • Responsible for documenting these reviews for submission to the ARL Safety Officer on a bi-annual basis


  • Post all approved SOPs and updated SOP tracking index spreadsheet to the designated file repository

    • Must make recommendations, provide system administration support the implementation and maintenance of an electronic SOP tracking system


  • Develop, support, coordinate, and deliver occupational safety and health training as needed throughout ARL.
  • Obtain and track Safety Data Sheets (SDSs) required by the Government to provide hard communication information.
  • Support the Global Harmonization Program (Hazard Communication Program) to include obtaining all required SDS's and providing such to the research community
  • Manage the Chemical Fume Hood Program

    • Perform smoke test to verify adequate flow and cfm, and work with building HVAC facilities team to resolve issues.
    • Input data on chemical hood certification tracking log
    • Lead contact for all questions related to Chemical Fume Hoods


  • APG Safety Inspection Program

    • Scheduling, conducting, creating reports, sending reports to supervisory personnel, conducting follow-ups, findings tracking, Metrics provisioning
    • Addressing potential concerns and issues directly with POCs/BCs/Researchers
    • Contact and assist SME and safety disciplines when needed for review of processes/equipment/areas
    • Program development lead (I.e. ASOHMS)


  • Safety lead for ARL contractor safety visits and walkthroughs
  • Provide guidance, training, and purchasing instruction for PPE
  • Provide guidance, training, and purchasing instruction for machine guarding
  • Safety lead for communications to APG Fire Department (FD) when fire concerns and issues require FD guidance (includes direct contact, seeking answers, guidance, procedures) and then providing appropriate guidance to ARL Staff
  • Industry knowledge of ARL research/chiefs/POCs/SMEs/sites & facilities/laboratories/Ranges
  • ARL Lead POC for APG Fire Department

    • Fire drills tracking and contact APG FD when drills are close to evaluation
    • Fire code inspections, obtain, store, and track. Contact APG FD for guidance when items are in question


  • Conduct process reviews and assist personnel with development of safety risk assessments and standard operating procedures
  • Perform emergency safety response to incidents and provide/support decisions to senior leadership
  • Monitors the safety program to determine compliance with the policies and regulations and the need for corrective actions or areas where improvements can be made
  • Provide support to the Kirk Medical Command to allow their staff to maintain minimum work requirements.
  • Lightning Protection System support - When needed, provide safety watch, makes safety calculated decisions with LPS program support



Required Qualifications

  • U.S. Citizenship is required per contract to obtain and maintain a U.S. Department of Defense Secret Clearance
  • Bachelor's degree or equivalent in related field
  • At least ten (10) years of experience applying technical and management systems analysis methods to develop solutions to environmental planning, compliance, training, waste management, safety, and/or hazardous materials management problems and issues.


Physical Requirements



  • Must be able to walk in-between office spaces and around base
  • Be able to sit or stand for extended periods
  • Have good vision and hearing (with or without correction)
  • Be able to lift moderately heavy objects occasionally (around 10-15 pounds)
  • Have the dexterity to operate computer and respective equipment
