Special Note
This is a full-time, overtime eligible, project position on the Olympia campus of The Evergreen State College. This project position is funded from two years from date of hire and is dependent on continued funding. This position is exempt from Washington State Civil Service rules.
Position Purpose
Reporting to and working closely with the Associate Director for International Programs and Services, this position is responsible for recruiting undergraduate and graduate international students to The Evergreen State College and nurturing their retention through graduation and practical training. The incumbent spends about 65% of time on recruitment activities and about 35% is directed toward international student retention. This position is a highly collaborative, integral part of the Office of International Programs & Services, housed in Academic Affairs, and requires regular cooperation and communication with other Evergreen offices.
Nature and Scope
Essential Functions
International Student Recruitment (65%)

  • In collaboration with the Associate Director, develop, implement, and assess targeted strategies to recruit F-1 international students.
  • Connect prospective students to information about the college, including admissions requirements, application process, fields of study, financial aid, scholarships, campus housing, and student life.
  • Maintain active and timely communication with international students, parents, agents, and organizational partners.
  • Support students throughout the recruitment process from prospective, inquiry, applicant, admit, deposit, and enrolled stages.
  • Develop and maintain relationships with external entities to enhance and complement international student recruitment efforts, including overseas high schools and universities, agent partners, and Education USA centers.
  • Remain informed of innovative and effective techniques and methods of recruitment.
  • Collect data and develop reports to assess the effectiveness of recruitment strategies.
  • Regularly travel domestically to meet with community colleges, attend conferences, and support various projects; some overnight travel is required.


International Student Retention (35%)
Adjustment and Programming

  • Advise international students by helping them identify academic and engagement opportunities that meet their personal and academic objectives.
  • Collaborate across campus to resolve issues for international students and advocate for the unique needs of international students.
  • Plan and promote annual calendar of cultural activities, including on and off-campus events.
  • Serve as advisor to the relevant student club(s).
  • Plan and implement quarterly new international student orientations in conjunction with the college's general New Student Orientation.
  • Support Evergreen's global partnerships and collaboration as needed.

Student and Exchange Visitor Information System (SEVIS) Immigration Compliance, Processing, and Advising

  • Serve as the Primary Designated School Official (PSDO) and Alternative Responsible Officer (ARO) for the college.
  • As a PDSO and ARO, provide guidance on foreign visa regulations, issue l-20s and DS-2019s, maintain records, and conduct ongoing F-1 and J-1 advising.
  • Plan and execute regular workshops on immigration, employment, internship (OPT/CPT), and taxes.
  • Ensure all Student and Exchange Visitor Program (SEVP) renewal and recertification documentation is submitted and deadlines are met.
  • Support and manage other operational and/or administrative duties as assigned.

Knowledge Skills and Abilities

  • Ability to develop and maintain current and comprehensive understanding of government laws and regulations related to F-1 and J-1 nonimmigrant status, visas, and SEVIS, as well as college policies pertaining to international students, and provide explanation of these policies to students, staff, faculty, and the public.
  • Ability to develop, evaluate, and execute strategies to increase recruitment and enrollment of international students using data-driven best practices.
  • Intercultural competency in effectively and sensitively working with diverse populations.
  • Ability to advise international students and refer to appropriate resources on topics including application, academic planning, problem-solving, and federal regulations impacting their academic choices at the college and after graduation.
  • Skill in planning and promoting cultural events and activates to build community.
  • Ability to think and act creatively to meet overarching office and division goals.
  • Ability to work in a positive, collaborative manner to effectively meet community initiatives.
  • Advanced skill with standard office equipment, computers, and applications, including customer relationship management software, Microsoft 365, integrated databases, and communication applications.
  • Ability to manage multiple projects, meet deadlines, and be self-directed.
  • Willingness to explore new knowledge and skills in pursuit of achieving position-specific objectives.
  • Excellent verbal and written communication skills, including but not limited to, giving public presentations (virtual and in-person), hosting small group meetings, connecting at college fairs, facilitating workshops, engaging in email correspondence, and developing marketing and informational materials.
  • Ability to translate technical and/or complex policies and procedures to lay audiences.
  • Ability to clearly explain and act in accordance with the terms of FERPA regulations for protection of student records.
  • Ability to travel domestically to meet with community colleges, attend conferences, and support various projects.

Minimum Qualifications

  • Bachelor's degree from an accredited institution.
  • Two years of experience working with international students and/or internationally diverse community members.

Desired Qualifications

  • Experience with international student recruitment and enrollment management.
  • Experience working with the SEVIS Department of Homeland Security system.
  • Experience providing student support services, such as admission, financial aid, academic and career advising, or other direct service work with students in a higher education setting.

Conditions of Employment

  • Must provide proof of identity and employment eligibility within three days of beginning work.
  • This position is part of a bargaining unit and covered by a collective bargaining agreement.
  • Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
  • Prior to an official offer of employment, a Declaration Regarding Sexual Misconduct form must be submitted to the college per RCW 28B.112.080. The college will contact current and past employers to verify this information. Applicants who provide inaccurate information in their declaration will be disqualified and, if the inaccuracies are discovered after the applicant has been hired, it shall be grounds for termination.
