Supv-Power Station Operations

PURPOSE OF POSITION:

Under the general direction of the Manager-Power Generation Operations, supervises and is responsible for the operation of the power station generation and air pollution control equipment.

ESSENTIAL JOB FUNCTIONS:

1. Directs the ongoing operations of power stations. Directs all power station activities during all other-than-normal working hours.

2. Supervises operating crews (and maintenance crews when necessary) and is responsible for their training, safety, productivity, evaluation, and discipline. Responsible for ensuring real time compliance with all applicable environmental Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Southwest Power Pool (SPP), and insurance regulations.

3. Implements operating programs promulgated through the systems control center. Recommends changes as necessary for improvement or to meet changing conditions.

4. Analyzes unit performance and existing conditions, and then devises the plan of action required to maintain the load and maintain comprehensive compliance with federal, state, local, and National Fire Protection Association (NFPA) regulations.

5. Coordinates load requirements with the system dispatcher and/or SPP to match system power needs with station generation capabilities. Ensures all unit parameters are communicated to The Energy Authority (TEA) and updated on SharePoint. May coordinate activities of on-site contractors and supplier deliveries.

6. Periodically tours station, combustion turbines, and outplant facilities to inspect machinery and equipment. Checks performance of boiler(s), turbine-generators, and all related operating equipment. Maintains oversight of the proper operating and timely maintenance of operating equipment.

7. Assures adherence to Utility policy, safety operating rules, and non-discrimination/Affirmative Action Plans.

8. Performs other related duties as required or assigned by management.

QUALIFICATIONS:

Education and Experience:

* Bachelor's Degree in an engineering, business, or an applicable related field from an accredited college or university required. Exceptional power generation operations experience may be considered in lieu of bachelor's degree on a year for year basis.
* Five years' recent power station experience is required. Exceptional related technical experience may be considered in lieu of power station experience.
* Three years as a power station operator including one year as a senior control operator or Junior Control Operator is preferred.
* Recent supervisory experience is preferred.

Licensing/Certification:

Must have a valid driver's license (minimum Class F).

Knowledge, Skills, and Abilities:

* Advanced knowledge of mechanical aptitude.
* Working knowledge of combustion turbines and steam power generating station.
* General knowledge of management techniques and practices.
* Ability to:
o Plan, organize, supervise, and coordinate the work of crews.
o Communicate clearly and concisely in verbal and writing.
o Handle personnel issues in a professional manner.
o Meet deadlines and schedule work for a timely completion.
o Rapidly analyze and resolve problems.
o Observe, evaluate, and adjust firing to gain optimum combustion.
o Perform calculations in determining station heat rates.
o Have ownership and accountability for all assets assigned within Power Generation.
o Successfully navigate various electronic programs including but not limited to Microsoft Office Suites, other applicable information technology applications, and self-service platforms.
o Ensure EEO/AAP compliance according to CU's policy 2.29 as well as all other company policies.
o Maintain adherence to all company policies.
o Demonstrate excellent judgement, decision making, problem solving, and critical thinking skills.
o Demonstrate strong mathematical skills.
o Demonstrate organizational and analytical skills in other work areas to advise personnel in other departments as necessary.

Physical Requirements:

Pushing, pulling, stooping, lifting 25 pounds regularly and 50 pounds occasionally, working at heights, and being able to visually differentiate between color-coded electrical and electronic equipment associated with this job. Work within the rated capacity of the Utility's aerial lifts, ladders, fall restraint devices, and/or other related equipment. Able to work at heights on plant structures.

Working Conditions:

Normal office and power station environment with the inherent noise and heat of large machinery and fugitive dust and fumes from the coal fuel. In order to successfully supervise subordinate employees, the work may be inside or outside of plant buildings in all types of weather as required. May work in proximity to toxic and corrosive chemicals. May be required to wear a respirator seal during annual fit testing of respiratory protection and when required to wear the respirator on the job. Will be required to work any and all shifts to ensure proper power station operation. Work any and all shifts to ensure proper power station operation.

Miscellaneous Requirements:

* Will be required to stay current on all new advances in all forms of generation options.
* Will be required to qualify as Incident Commander for Hazmat Response.
* Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear and/or staining.
* Must be able to work successfully with diverse groups of people.
* Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
