Puentes offers a range of integrated, culturally, and linguistically competent behavioral services to Latino adults. The Puentes Program Manager is responsible for program development, day-to-day supervision, and operations of the Puentes program. The Program Manager provides clinical supervision and administrative support to the Puentes Clinical Supervisor and works collaboratively with the Puentes Clinical Supervisor to support all the members of the Puentes Multidisciplinary Team on day-to-day operations. The Program Manager has operational leadership responsibility for team performance, program outcomes, and leading improvement projects. The Puentes team has a culturally specific clinical focus on the Latino community. The Puentes Team delivers culturally and linguistically appropriate outpatient behavioral services for the Latino community. All these services will promote the emotional well-being, mental health, and recovery of enrolled individuals for the purposes of promoting stabilization, engagement, and a stronger foundation of sustained recovery and self-sufficiency. The Puentes Program Manager will work closely with the Sr. Director of Culturally Specific Services and Programs to ensure oversight of daily onsite tasks and workflows. Coordinate and collaborate with community partners. Assure that services are being delivered by the team in a culturally specific, linguistically competent, and trauma-informed manner. Salary Starting at: $101,000 and increases based on Experience, Licensure, & Certifications MINIMUM QUALIFICATIONS:
- Bilingual Spanish/English required.
- Must be registered with appropriate OR State licensing board to meet, at minimum, QMHP- R certification.
- Masters Degree and 2 years of supervisory/management experience in related clinical or BH setting
OR
- Bachelor's Degree and 3 years of supervisory/management experience in related clinical or BH setting
OR
- Associate degree and 4 years of supervisory/management experience in related clinical or BH setting.
- CADC-II preferred.
- On track for LCSW (Licensed Clinical Social Worker), LPC (Licensed Professional Counselor), and/or LMFT (Licensed Marriage and Family Therapist) preferred.
- Experience delivering culturally specific and language-appropriate behavioral services to the Latino community.
- Must be able to proficiently use the following computer programs: Microsoft Outlook, Word and Excel; Electronic Health Records is desirable.
- Must meet CCC privileging requirements as required by FTCA.
- Current CPR certification required prior to start.
- Must possess a current driver's license, pass a DMV background check and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. Must pass an initial driver training and annual recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
- Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Deliver innovative clinical programming and drive clinical excellence
- Assess services to ensure they are meeting community needs and addressing gaps in services
- Conduct Supervision of Supervision and ensure that Clinical Supervisors are holding teams accountable to clinical standards and regulations
- Regularly review audit reports, client surveys, incident reports, and grievances to ensure issues are being addressed
- Support staff with high acuity clients and escalate situations that need clinical consultation
- Participate in care model design and provide input on clinical practices and policies.
- Engage in regular rounds and ensure that client input is being gathered and incorporated into service design
- Use culturally sensitive and language appropriate lens to guide all aspects of service delivery, ensuring that the impact of socio-political & cultural factors is consistently considered.
Create a safe and positive environment that fosters staff retention and engagement
- Develop program culture, lead team retreats, facilitate team building, and role model CCC values for staff
- Align program mission, vision, and values with CCC's mission, vision, and values
- Regularly facilitate all staff meetings and retreats, and attend staff huddles and group supervision to observe team dynamics and staff engagement
- Oversee and support Supervisors with hiring, performance management, and staff engagement.
- Provide feedback and coaching to team members supporting the quality of their work.
- Provide additional training to Puentes staff as needed to maintain program standards.
Monitor, report on, and ensure operational excellence and financial sustainability
- Collaborate with Senior Leader to conduct annual planning and goal setting
- Create program budgets and review with Senior Director.
- Evaluate program performance against KPIs and create OpEx reports; provide program data and reports as required
- Create action plans to address program performance issues
- Monitor budget and revenue and investigate and resolve discrepancies.
- Monitor and develop client access and referral pathways with staff and community partners.
- Collaborate with OII to create new tools and workflows for tracking data and reporting
- Identify gaps in program resources, tools, workflows, and standards
- Evaluate and provide critical decision-making support on referral acceptance and declination.
Manage program operations and compliance with program requirements
- Maintain familiarity with OARs and other regulatory requirements and oversee regulatory compliance reviews
- Collaborate with internal partners (i.e., HR, IT, Property Management, etc.) to get program needs met
- Manage and delegate tasks to administrative staff
- Manage and/or delegate shared resources and assets (i.e. space, Counselor of the Day, on-call staff, security, fleet, etc.)
- Ensure programs are achieving grant and contractual outcomes
- Create change management plans to ensure programs are adopting new tools, workflows, and policies.
- Participate in compliance, quality assurance and quality improvement activities as directed.
Participate in developing external partnerships to meet program needs and improve service delivery
- Create new and maintain transactional partnerships to improve care delivery and client access
- Participate in contract negotiations and assist with managing partner relations
- Develop relationships with organizations, providers, community leaders, advocacy groups, and coalitions serving the Latino community.
- Support the development of culturally specific on-site and outreach efforts to engage prospective clients.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediate reporting of any PHI breach of CCC or outside provider health records to the CCC Legal and Quality departments and the program administrator.
